So way back when when I was a mod I was working on a thing, this thing was a system of artifacts!
So the idea was, they would be something that users could quest for, special unique items that would be pretty hard to obtain, like the quests would require some stipulations and have guidelines that couldn't be broken without failing. The quests would also cost something (was thinking posts) and on success the user would be awarded a unique special item. These items were nothing gamebreaking but they would serve as sort of gambling chips or objects to fight over/ aim to capture etc. People could trade them or battle for them. Also multiple people could do a quest too, or the quests could be done competition style.
Artifacts themselves would just be things like a weapon with an attack on it, or something that boosts fire moves, or glasses that helped you see invisible things. Little things to prompt users into more combat focused interactions for reason as to try to obtain them. They could also be worked into plot scenarios and there could be special plot artifacts and such as well.
And of course artifacts could be nerfed or revoked at any time if they were being abused.
Just some ideas from old, tell me what you guys think~ This is just a basic description of the system I was working on.

sounds like a nice interesting idea , it can also make fights that put those artifacts on the line exciting . will surely make issuing a battle for those worth it .
