[Vigilance] Governor is especially vigilant of the situation at hand, given that he takes matters quite seriously. Thus, he often notices things before others, or simply that something is out of the ordinary.
[Lawful Intimidation] Given Governor's righteousness and the way he normally acts, he generally betrays a charisma that seems regal, almost overbearing at times. This can cause those less 'tactful' to instantly feel a sense of fear towards him, even if he is just in In-Training form. Of course, this aura does not necessitate all those around him to be fearful of him, not necessarily. Generally it is those with weaker 'spirit' or 'sense of righteousness'.

Governor was instilled with a sense of justice and chivalry, though with just a bit of primeval nature in him. It does not seem too obvious why this was programmed in him to begin with. Perhaps someone in Saturn decided that a bit of variation and anti-synergy was necessary to ensure stochastic effects could take place, options that by nature would allow for adaptability and diversity to arise in the face of the countless situations that their creations may face. That does not mean Governor had to be unintelligent or brutish, as he should know when to act with tact, and when to be more forthcoming with his beliefs.
Since the advent of Azedenkae (official designation Az-01-FRE-0085), Saturn had programmed curiosity into many of their creations. However, to ensure that the more beastial nature of Governor would only be a side-characteristic, Saturn had programmed almost the opposite to curiosity in Governor - i.e. a sense of calm and self-assurance that would allow Governor was programmed to stand up for what's right as much as he could, to stand between danger and innocence in a more serious, 'lawful good' way. He would also be less involved in matters of everyday life, instead focused on the more important matters at hand, whatever they may be.
Of course, Digimon not only digivolve, but evolve over time - their experiences build them as much as their nature does. So who knows where Governor's personalities will end up over time.
Personal History:
Saturn is a group of Digimon that banded together to create a versatile generation of Digimon, capable of being molded and adapted to whatever 'world-ending' situation will next arise. Their base is located deep within the Spyware Caverns, a location chosen by an AncientMegatheriummon within the group. In return for having found an extremely secure location, Saturn had also made the ultimate sacrifice, choosing never to appear in the world again. As much as no one could find them, they will never be able to find a way out again. Well, not quite. Their one-way teleporter can allow one to leave, but return is not possible.
Saturn created synthetic Digimon called Adaptmon, which can then digivolve into various types of Digimon suited for different purposes. The first generation of In-Training Digimon digivolved from Adaptmon are the Mimicmon, those that can perfectly mimick the Digivolution lines of Digimon they have encountered. This was only the first experimental batch, essentially a test of concept.
Saturn worked on the second generation of Mimicmon, variants that not only mimic another Digimon's Digivolution line, but transmorphs it. It was an idea that was sparked by Saturn's understanding of the evolutionary process of organisms on Earth, which evolves through a process called 'survival of the fittest', which acts on mutations. Rather than mutating the Mimicmon however, Saturn had another idea. Or rather, one of their members, an Arukenimon, was the inspiration for the idea. One day, her incessant transformations between her two forms caused one of the other core members, a Flamedramon, the idea that - much like Armor Digivolution, perhaps when the Mimicmon mimics a Digimon, the digital coding of the Digivolution line could be altered in a similar sense to Armor Digivolution - altering an attribute, family, type, or combination of the three, yet still keeping the core concept behind the Digivolution line. It was the best of both worlds - while Armor Digivolution was limited to the Champion and Ultimate stages, this would apply to all stages from Rookie onwards.
And thus, the idea was worked on, and the second generation of Mimicmon came about. Governor is one of these second generation of Mimicmon, a variant called a SeaMimicmon. As perhaps obvious, SeaMimicmon would take on a Digimon's Digivolution line, but alter the family to Deep Saver. Quite interesting, really. Although, with that said... apparently Governor would still mimic a Digivolution line with a Deep Saver, oddly enough.
Saturn coded Governor to search out other Digimon, though they erased all other memories of Governor, only allowing them to return once Governor would reach Mega stage. Even then, the usage of the teleporter ensured that no matter what memories return and might be uncovered by anyone or anything, there was no way Saturn would be able to be found.
With that all said and done, Governor has been sent out into the world, ready to learn and send back data to Saturn for analysis.

Adaptmon appears as a glowing orb that mostly hovers about a meter and a half above the ground, though the height varies depending on if there is anyone around, in which case Adaptmon would try to match its eye-level. The glow changes color seemingly randomly, though Adaptmon can also shut off all color at will, turning almost pure black if necessary.

Appearance:
SeaMimicmon appears as an shape-changing blob that mostly hovers about a meter and a half above the ground, though the height varies depending on if there is anyone around, in which case SeaMimicmon would try to match its eye-level. SeaMimicmon is predominantly various shades of blue in color, with changing patterns that looks like crests of waves in the water rising and falling and reflecting different shades as it does so. SeaMimicmon emits radiant glow from time to time, also in various shades of blue. Also from time to time, some water drips out of SeaMimicmon. Those that tasted the water knows it to be saline.

But anyone who tries hard enough should be able to eventually discern SeaMimicmon's presence.
