Sanctuarium Unionis, a building similar to a castle... or perhaps more to a shrine? It's place where KIZNA GLORIA, the higher up of KIZNAs are situated. It's their dorm so to say. Its layout is rather strange considering that the living quarter of the GLORIA was on the front, and the office at further back. It's unknown why it's like that exactly, but that's how it works... Perhaps they're mistaken, perhaps they're not, but the strange layout is definitely not something that the team minded all that much.
Karin walked down the red carpet, guiding Amelie deeper inside. Like the city, the building are filled with glowing crystals, but unlike the city, the lighting seem to come mostly from the crystals rather than with lamps too. Strangely, the crystals light were enough despite being lesser in size and quantity.
"After we pass through the garden, the next is the inner sanctum," Karin explained. "Within the inner sanctum, you'll find our work chamber, pretty much."
And thus she opened the huge gate leading to the inner sanctum. Compared to the front, the inner sanctum are... rather small in size. It's almost as if its position is meant to be solely for working area. Plus, there are not many door at all. It's rather straightforward, with three small doors (one leading above, and one each on the left and right wings)... and one big door leading to the library.
Inside, a Strabimon is reading a book, only to close it the moment she spotted Karin and Amelie. "Miss Saboro of Deeplane Council, I assume? We have been waiting for you. Please come right this way."
The library have multiple levels, but it's all seem to be archive or sort. There are stairs that led to an end with three rooms. The one on the left is seem where they're going, while the one on the right seem to be some sort of sortie room. The furthermost though is locked through many magic arrays, with KIZNA symbol on it.
The Strabimon knocked the door to the left thrice. "Sir, your guest is here."
"Yes, please come in."
The moment the door is opened, there are smell of something nostalgic... like mix of natures, something mystical, and dusty. It felt like a scent of a museum. The office is rather wide, but with various stack documents on the background, many books stacked on the floor and bookshelves, digital trinkets and several whiteboards and pin up boards, it looked... cramped. The leader, looking as if he haven't really slept all that well even though he were told to rest by Karin, was behind piece of art table that looked like it's made from oak. He quickly stood from his seat and sat few documents aside.
"Miss Saboro, was it? I have heard of you from Karin, pleasure," Yuuki offered a handshake. "My name is Itou Yuuki, and..."
The door opened, and a Dorumon came in with more stacks of paper. "Oh, the guest?" was his first words before walking to Yuuki's side... but not before putting the document stacks on the 'application' table.
"This would be my partner, Hikaru."

Well, that had been an interesting trip, for starters. On one side, she was following Karin's lead through what was KIZNA's main building. It was quite impressive, for a structure that was presumed to be so ancient. She advanced with even steps until they finally stumbled into the inner sanctum. Quite fancy, all things considered.
She nodded to Karin, and then to the Strabimon before advancing. It was only a matter of time before he stumbled into what would be their final destination; a small, yet quaint office. The brunette made sure to wave goodbye to what had been a pair of very gracious hostesses before stepping inside.
Inside, Yuuki was in, waiting for what would be the meeting they had programmed rather hastily. Once the pleasantries began, he introduced himself alongside his partner, who didn't take very long to appear. Amelie offered a wave to both before engaging into a more formal greeting.
"Please to meet you both." She greeted. "I'd introduce myself, but that's not needed. Mind if I take a seat? This conversation might take a bit."
If prompted to, she'd sit and expose her point. "I don't have to say the amount of reputation and prestige KIZNA possesses. I also think that the cities we run could mutually benefit from an association."
That was her initial statement. What would either being say about that?

"Why yes, please." Yuuki clapped his hand and from the floor, a chair came out... almost like an object phasing through. Of course it's moveable after it completely materialized. "Please, have a seat. Would you like tea, or would you like coffee? Or anything of your taste?"
Straight to the point it seems. Not bad in Yuuki's opinion. "Thank you, indeed, I believe there are a lot that we can do together, Miss Saboro. In your response to request of alliance, please let me once again goes on points that perhaps has been told to you by my colleague, or ones that she perhaps missed.
Ys is a city state of the people, run by its people, for the people. This means while KIZNA itself run as Ys' military and its government, it doesn't mean that we unilaterally could take a drastic action without agreement of the people, this is to prevent clash, and overall mistrust aimed toward the governing bodies.
This does not include talk of alliance however. We're free to accept alliance, because the consensus of the people is that alliance benefits us as long as proper investigation has been done. Our investigation pertaining to your organization does not find anything unsatisfactory or potentially causing any harm to our city and its people. We see no issue about your differences with Tenebrous, as they too find us too "legally binding" for any alliances.
However, back to my talk from before, what I mean is that Ys cannot readily send our forces for any sort of militaristic assistance if we find that our interest does not properly align, or if by chance our citizen is against such movement. Apart from that, transfer of technology, including land revitalization, agriculture, water filtration, and much more... we'll happily assist you in such. Ys operates in belief that if everyone is prosperous, then there will be less conflict after all. This including obviously our allied city states.
...From this point, is there anything that you'd like to voice, Miss Saboro?"

"Fancy." The woman idly mentioned she took a seat. "Tea would be lovely. French Earl Grey if you have access to it, please."
Whether that was too ambitious or something fitting for the situation at hand, that was unknown. What was known was that Yuuki seemed to have gotten the hang of the situation quite fast, and seemed... keen, in such a proposal? That was good. A nod followed the male's proposal, and, after a sip to her drink if it had arrived, she began to listen.
"I didn't expect you to, unless in extreme cases or unless it came to self-defense. Having a hyper autonomous military arm can be both an asset or an inconvenient, depending on how disciplined it is. I can get behind not willing to take any risks, however. It's probably the best if you want stability."
Oooh. So that was where he was going. Once the point of this conversation had been established, the brunette nodded in assent, just as she waved her left palm dismissively. "Don't worry about that, though. I don't see this alliance as a free ticket to acquire Ys' millitary and bend her to whatever I wanna do. That wouldn't constitute much of an alliance, don't you think? Deeplane can hold its own against most millitary threats, and I'd bet the same happens with Ys. What I had in mind was more of a... 'cultural' alliance, so to say. I think our people could gay a lot just by interacting with each other, just as you had said. I consider my settlement as a peaceful one, and I have no intention to wage war against anyone."
After all, just taking care of the Dark Area was kind of a handful. There wasn't even a point on going farther than that, really. "I don't have a lot else to add. I just hope the offer has proven to your liking, and would like ot hear your thoughts on how Ys would engage on what could possibly be a long-term partnership."
It was something that would be done between two, after all.

"I'm not sure if we have French one, but we do have Earl Grey yes," Yuuki answered
"Actually we have French Earl Grey, yes. We just love the Jasmine more," Hikaru corrected. The Dorumon stuck his head out of the room to call his daughter. "Jill, honey, would you please tell the worker to some french earl grey for us? Thanks!"
The discussion begins it seems. "Oh no, obviously I don't mean it in such way. I don't feel someone so cultured would brazenly ask for our aid in military out of nowhere... unless they're a great fool. I'd probably die laughing afterward, and the guards would kick them out for that. Maybe afterward I'll become Ys version of Gilgamesh, ha" Yuuki joked. "I'm just putting it here on the table to know what we can agree upon and which one needs more discussion."
Cultural alliance eh? "That's much better. We definitely could provide that sort of alliance. A technology trade, perhaps? Maybe we should begin by stating what we want from one another?" Yuuki asked. "The Ys would like a joint project or sort, in regard to some of our projects. This means we'll most likely ask whether you want or not to collaborate with us in some of our projects. The second is perhaps technology. If you don't mind, we'd love to send some of our scholar to your side to learn about your technology, be it mechanical, or more of skill such as agriculture and such. Of course, we'll gladly let you do the same. Afterward for the third... We'd like to build a transcontinental transport way... which would lead from Ys to Deeplane... those three, I think is what Ys would like to offer as a project for the meantime.
Tradewise.... I have no idea what you would like considering I have yet to visit your city... Perhaps an official visit is due sometimes in the future, but you can tell us what do you want, Miss Saboro."

Amelie nodded with appreciation to Hikaru. It was good to know that this place was able to cater her exact preferences, as relatively picky as they were. With that out of the way, and with her beverage of choice hopefully on its way, the young woman began to hear her peer's counter-arguments.
Which were... going back regarding her initial statement? Amy couldn't but to lightly scratch at her cheek, confusion tinging her expression for a couple of seconds. "I figured as much." She managed to add. "Asking for something unrealistic would probably deserve such a reaction, as far as I'm concerned. Similarly, I have more productive ways to use my time than trying to ask for something that's more or less virtually impossible. I think I'm above that kind of deal, if I say so."
At least her actual proposal managed to receive a warmer reception. All things considered? Yuuki seemed like a reasonable man, and there was little doubt to ignore something that'd benefit both cities greatly, unless less-than-noble reasons were involved. But that was not her business, and definitely something she didn't want to think about.
Anyway! Onto the heart of the matter. "Yes, I believe our settlements can collaborate on a variety of endeavors that will end in mutual benefit for everyone involved. Just like you said, cooperation would be the basis of it, and it'd involve a variety of fields. I wouldn't mind a exchange program between citizens, or even of the upper brass if you're feeling daring about it. Both populations would gain a lot from it, I feel."
Yuuki's proposals all seemed pretty doable, and there was simply no room for the brunette to disagree. This was pretty much the image of things going pretty well, wasn't it? The question posed by him was interesting, but it was also largely answered already, in all honesty.
"Well, I'd love for you to visit if you ever feel like it. Deeplane is nothing like Ys, but I like to think it's a cozy place nonetheless. Well; as soon as you get used to it, anyway." Of course, that was only a preface for the true question Yuuki had posed. "You mean, in addition the proposed points? I don't have much to add, in all honesty. All the brought points seem more than fair, and, while I'd like to create something like a political alliance going forward, that can wait until the time is right. For now, I'm glad that things turned out way they did."
A small pause descended upon the room while Amy took a sip of her tea. Was there anything she could add? In all honesty, she wasn't sure of it.

While they talked, it looks like their treats are here. Albeit a bit late time wise, the Penmon came inside carrying what looked like afternoon tea set. The multi leveled snacks are divided into sweet and savory. There's not just one, but three of such set. The tea, though, is shared. Smell of rose and tea wafted as the Penmon poured the tea for the three people. Of course they also brought a small pot filled with cube sugar. After bowing, the Digimon left the room.
Yuuki took sip of the tea before continuing the talk.
"The talk of upper brass... I wonder if both of our teams are ready for that... I admit there's a saying "there's no better time than now", but even so, it might be rather sudden... but the prospect of citizen exchange probably also the best when coupled with exchange of upper echelon too... temporarily that is. So that the upper echelon can monitor their respective citizen. Tourist-citizen is different though."
Amelie's answer was definitely good. "Yes, I'll try to find some spot in my schedule for that visit then. I'm sorry that it might not be anytime soon. My position in Ys is akin to its president and supreme commander of the army. I can't really leave until I know everything is fine and accounted for."
Well with everything settled, Yuuki looked at Hikaru who nodded. He offered what looked like a contract.
"Please read this document then just to make sure that we agree on what's written, or if there are any sort of points that you wanted to add. Alternatively, we can just sign this contract and add additional points at later date. This includes creating Ys Embassy in Deeplane and Deeplane Embassy in Ys. The two original copy of the contracts... one will be held by KIZNA and one by Deeplane Council, is that agreeable?"
There's nothing different from what's discussed. The points open further addendum at later date (to be discussed), but thankfully the documents are clear enough.

Eventually, it seemed like the participants' requests have been brought by a Penmon. Amelie was quick to lift her cup once she had been served, her nose savoring the delicate scent before taking a small sip. Yup, it was pretty good.
A minuscule shrug was given to her peer. "I personally am in no hurry. Just like you have said, it is not something for us to decide on our own; it'd imply interest from both teams and, of course, consent from the involved parties. No point on doing an exchange program if nobody is interested in it, amirite? You can probably gauge interest within your own ranks, even though I'm pretty sure that at least a couple of members from my own organization would love to temporarily establish themselves here."
Right after, a nod was given when it came to stuff that didn't need as much discussion, such as citizens having the ability to temporarily settle down on their city's sister. That was easy enough to arrange as it didn't need more than creating the program itself. "That's understandable. I can see how one's responsibilities might clash when it comes to things like these. I'm glad that my own chain of command gives me enough freedom to partake in adventures like this, in all honesty. I don't think I could've managed what I did if it weren't for them, but I guess that's the nice aspect of not having to lead alone."
Thus, after bringing out a set of glasses and putting them on, Amy began to read the document presented. It took her a while, and she made sure to go through all the clauses with as much care as needed. It was only after she was finished that she put it down and smiled.
"Seems good. As long as the living document clause is properly conveyed, I don't think I have any issues regarding it." And after a pause, she added. "If you're ready to sign, so am I."
Overall, this has been quite smooth! Not much to complain about.

"Indeed. While that cleared up then. I agree with what's proposed so far, so let's formalize this finally, yes. Here hoping for the best continuing on. I believe you already well acquainted with both Karin and Koharu, yes? Maybe either of them will be interested in visiting sometimes as my proxy until I find more workers I can trust in handling KIZNA's business."
Yuuki nodded at what Amelie suggested. "Basically, it states that this contract is open, but only with clause that the two leaders must once again come to discuss the detail, and agreed to it. And after that we can add it to the contract as addendum. Is that preferable?"
If Amelie had nothing to add to that, Yuuki would sign the document at the same time as Amelie. He headed to the copier machine and made a copy of the original document, then put it on the archive. It's quickly registered in KIZNA database obviously.
"With this, our alliance is formalized," Yuuki offered a handshake. He also offered what looked like a D-Nexus, except seem more elaborately made. "You can use this to directly communicate with us, or if so you prefer, we can install a program to your Digivice to make a direct call with us, at least until the embassy is made. Whichever it is that you prefer, we'll try to accommodate."

There wasn’t a lot else to say; the terms seemed like something agreeable for both parties, so it was pretty obvious that the signing of the contract would follow soon afterward.
First, off, however, a nod was given to Yuuki’s own proposal. It seemed like the guy had a penchant for being busy, and that was totally fine. Delegating wasn’t something easy to do, yet something vital to maintain a healthy chain of command. That much she could understand.
“Sure. You can send the girls on your stead as long as I can take their words as if you have spoken them yourself. I like to think I have a pretty nice relationship with them, so, as long as taking a leadership position is fine by them, so am I. Hope you can find more trustworthy members, though.”
Another nod was given to Yuuki’s next words. “That’s pretty much it. Seems like you already have some experience with this kind of deal. If that’s fine for you, then we can proceed with the signing.”
Which, they did. For what was worth the process was fairly short, considering how much time the whole preamble had taken. But… the brunette couldn’t hide she was satisfied with the outcome of this small venture. All’s well that ends well, she guessed,
The handshake was taken, and a smile was given towards what would be the symbol of Deeplane’s newest ally. “It is. I’d offer a toast, but doing so with tea would seem somewhat weird.” She took the device and, after the explanation, proceeded to pocket it.
“It’ll come in handy. I guess it’ll also help each other to coordinate anything that needs the both teams to interact or act at the same time, if that ever happens before a more elaborate infrastructure can be built. For now, this will be more than good enough.”
Were there any other pending matters to attend between both leaders? At least in regards to her, she didn’t think so. And, if Yuuki thought the same, she’d just share the evening together with him, probably devising how this whole deal would go before returning to the relative comfort of the Dark Area.
All in all, a pretty productive day.

"Yes, you may take their words as if I spoke them, unless they said 'that's my personal opinion'. Especially when it comes to Koharu," there's a hint of resignation when he spoke about the black haired girl. Either way, with everything already done here, there's not much to say.
"Experience it is... Well, if I have to admit, you're the first one who came to this city asking for alliance without being part of my social circles, whether it's acquaintances or friends. So you can say this is the first."
Toast with tea does sounds weird, so Yuuki instead just took out Ys made champagne. "I can't drink yet, but the winemakers insists that I have it. I could ask them for more instead at later date... so in exchange for toast, how about if I give you this bottle instead to enjoy at your own leisure?"
Infrastructure, talks of trade, it's all honestly not something that Yuuki thought he would do, especially as an eighteen years old which just graduated from high school, but here he is anyway... He hopes that so far, he's doing a good job.

A nod was given to Yuuki’s words. Having envoys to such a degree of trust was certainly handy to have in such an up-and-coming and bustling city. That much was for sure. However, Amelie could also understand why such companions were also… liable to give pieces of their own mind as well. Pretty agreeable, all things considered. And, while she found it weird that nobody decided to try a honest attempt at politics with a place like Ys. But this wasn’t the time or the place to question that, anyway.
What about champagne, then? It was something that Amy didn’t have to be asked twice to accept, for sure! Her hands promptly reached the bottle that had been so generously given to her, a small smile already on the brunette’s face. “Well, if you insist~.” No reason to refuse a gift, right? “I’ll make sure to enjoy it thoroughly. I can already tell that the quality seems to be top-notch.”
There was not a lot left to discuss, which meant that Amy herself could spend the remainder of the day relaxing over here, enjoying the little things. Such as presenting the Digital World an alliance between juggernauts. Quite the feat, right? [Exit]
