BACKGROUND
Have you ever thought about why there are so little SU (Well, disregarding active player PC of course), or at least, SU that actively trying to change the world? Why are there so little SUs out there that seem trying to make a name for themselves? The reason was a specific group called Arbiters. No one understood who they are, or where do they came from. They're lawmaker, or actually a group of solo Digimons themselves who enforces what they call 'rule of Digital World'... However, they specifically targets SU stage humans, as in, Xros General, Spirit Users or Tamers. The Arbiters instead are very lenient toward the Digimon, even if they're downright despicable. They believe that Digimon World should belongs to Digimons, hence trying to eliminate human that have too much influence over the Digital World, repressing them, and potentially defeating them for good, crippling them.
During skirmishes with the Arbiters, several SUs they pinpointed felled in battle, and turned into fugitive They're unable to act as freely, and have to go into hiding. The specific place that is chosen is a group of island on the southern tropics. Many chosen called it Elysia. At the moment, it's just like a refugee camp, but with strong barrier that repels nonpartnered Digimon, unless they come with a human with a partnered Digimon. The people of Elysia, however, are treated as criminals by the Arbiters, even if their level has crashed to the lowest of the lowest. They'll be still under watchful eyes of the group... Due to this, many has given up to return to the real world, trying to survive in whatever Elysia gave them.
PREMISE
Elysia needed all help it could get, both from newbies and from kind solo Digimons who sympathize with the human. The quests related to Elysia actually would develop it further and further, until it could be a city of its own. Elysian, however, does not just includes people that is interested in the betterment of the world, but also people who are morally questionable. Due to this, Elysia is in rift. The only common goal they currently share is to survive. Elysian's common goal often divided this way: One side focuses on pacifist, society-building activity, another focuses on destroying the Arbiters so that they can be free, and another in the middle.
Elysia was meant to be a place that you can build. Successful quests would yield one BP for building Elysia, transforming from small island groups into a city of its own. Currently, Elysia is just a simple refugee camp filled with very weak humans. It was an ugly situation where a fight can break out anytime due to stress and distaste for being driven out of the society and their freedom robbed.
ARBITERS
They're group of Super Ultimates, the highest of them bear the title [Judge] in their name and their species name itself is unknown. Each of them based on certain legendary weapon. In total, there are several judges, each based on Digimon Family types.
Dragon Roar: Judge Dralg, Based on Rhongomyniad
Deep Saver: Judge Nalbum, Based on Fragarach
Wind Guardian: Judge Luras, Based on Ame no Murakumo
Virus Buster: Judge Vitias, Based on Aegis
Nightmare Soldier: Judge Urbrus, Based on Kaladanda
Nature Spirits: Judge Julban, Based on Gae Bolg
Jungle Trooper: Judge Tyula, Based on Gandiva
Metal Empire: Judge Nussis: Based on Mjolnir
Arbiters does not includes just the upper echelons however. It also recruited solo Digimons that dislikes what human did to their world for whatever case, and they're still be called as Arbiters. Solo Digimon that wishes to join this side is also allowed. Unlike most masterminds, their desires are truly simple: To free Digital World from human, so no matter how much you failed, as long as you don't rebel, they'll treat you favorably.
