For so long, the Dark Area has been described as the bastard child of the Digital World; its inhabitants always got the short end of the stick, or were neglected, or even worse; hunted.
Are this fury and scorn something that some of its inhabitants deserve? None was born innocent, but is this really fair?
One could argue this, but who wouldn't be driven to the brink of desperation in a land that has been forsaken and desolated since its creation? Animosity is only bound to create even more unrest, yet it has something that every one of the Dark Area's sister regions has expressed towards it to some degree. It doesn't take a lot of time there to realize that most of its sons and daughters are just hardy digimon, used to survive by any means necessary in an unforgiving land where pretty much every day feels like borrowed time.
It is true that most do acts no one would be proud of on a daily basis, but... the alternative is pretty much forfeiting your own life. Is that fair?
It's not. It's a crystal clear example of many paying for the crimes of a few.
But the Dark Area has received help, right? It's unfair to say that everyone sees it and its denizens in a bad light.
True, and it's also true that the help received is greatly appreciated, but by any means, it is not enough, especially since the scales aren't really in the helpers' favor. It's a harsh truth, but a more coordinated effort has to be made if the Dark Area is to be brought under the light of civilization for good. It's gonna take effort, sweat, blood, and data in order to give it a fighting chance when the panorama has been as bleak as it can be since its inception. It's going to take a methodological approach, hardworking people and digimon, and true desire to progress; to make the area flourish as it really should.
To demonstrate to everyone that the light of civilization is the solution, not shunning and discriminating those who might have been less fortunate.
Chances are that won't happen so easily, mostly because this hasn't been the first time something like this has been attempted; it's kinda shortsighted to think this is the first initiative of its kind. Every time, projects like this have fallen flat on themselves.
Not untrue. However, this time things will be different; this time, there are no ulterior motives at hand, no head to corrupt and no one thinking about amassing power for their own benefit. We have a benevolent government that has the needs of their people at heart, and that won't doubt to make this project thrive, no matter the means or who opposes it.
That was how Deeplane and The Council came to be. A beautiful city carved in the bowels of the Dark Area. To serve as the shining heart of civilization in what had looked like a hopeless wasteland to pretty much everyone; a self-proclaimed defender of anyone accepting to live within its confines.
And a righteous avenger, ready to confront anyone and everyone who has said otherwise all this time.
Base Location
So, where is Deeplane? The city's as strange as it comes, even by Digital World standards; no need to rush, however! Let's talk about it bit by bit.
On the outside, The City's located between 'The Forsaken Wasteland' and 'Fragment Village', even though that's not very obvious at plain sight, mostly because the whole city is about 1000 meters (303 or so stories) underground, safely tucked away from the prying eyes of outsiders. Doesn't mean it's not properly signalized, though! There are about three carefully constructed tunnels that slowly descend into the city, even though the entrance isn't direct. The three entry points possess something akin to customs, where every aspiring visitant has to identify themselves and state the motive of their visit before being let in.
Now, maybe you're asking why this whole system is in place when you can just use a Digiport and enter the city evading any and all kinds of controls? More on that later, but the short story is that The City cannot be accessed by any of the so-called direct methods; portals and other, similar abilities will fail to carry anyone inside The City, instead conveniently placing them some distance away from the closest entry point.
Onto Deeplane itself! City's definitely unlike most traditional cities in the sense that, due to its unique circumstances, is a three-dimensional city. Neither conventional physics nor rational geometry hold any power there; pathways, streets, and buildings bending in ways that normally shouldn't be possible and permitting its denizens to move freely through the X, Y and Z axis despite not having any innate flying or hovering capabilities. It takes some time to get used to it, but after getting lost repeatedly and more than a few headaches, every newcomer eventually begins to become familiar with the layout of The City, as strange as it is.
This is also why the usual transportation methods aren't compatible with Deeplane; conventional Digiports cannot process the change of physics adequately, and in order to prevent a rather... gory result, these abilities and most of their kind instead redirect anyone who uses them to the closest point where physics work as intended.
As a last thing of note, Deeplane possesses its own brand of light phenomena, a somewhat warm, slightly silverish glow that, besides being somewhat sentient (and whimsical at times), is kinda decent at emulating the sun's rays in most aspects... not counting the color or necessarily gracing the city with its rays from upward.
Leadership
That's simple enough; this is an authoritarian, autocratic regime. But, as we all know, in a free world like the Digital World, that just doesn't spin like it usually does; there's an implied contract between the ruling body and everyone under it.
The top brass ensures the safety of every and each citizen no matter what and upholds the relatively fair laws that have been created in order to create a safe haven amid the Dark Area.
And the citizens respect the rules and willingly accept their role as cogs who keep the machinery that is Deeplane humming harmoniously. Does it border symbiosis? In a sense, it does, but one can say that it majorly works!
Now, regarding the leadership itself; this probably will be repeated a fair bit, but only people who have done the extraordinary in order to help The City thrive can earn a place in here; that kind of merit is hard to deny, and that doesn't call for any application or anything of the sort. Deeds speak louder than words in Deeplane.
Even though, honestly speaking, forming part of the ruling body has more responsibilities than benefits attached to it; yet... if somebody wants to help and has proven to be capable and reliable, why not?

That was unfair. And... unfair wouldn't do. A group of people and digimons determined to revert the tide got to work. It wouldn't be easy, but every drop of sweat would be worth it. It wasn't a perfect haven, but it was their haven. A shining beacon of civilization where none had been before.
Something worth both treasuring and protecting. Even though... things were never as easy as they seemed.

To talk about team rules, to a lesser or a greater extent, is to talk about what's permitted and what's not within the confines of Deeplane. There's a strict set of norms and rules that must be abided every citizen seeking shelter within The City. Implicitly, this is the contract that ensures the permanency of anyone seeking to inhabit The City.

1.1. Stealing.
1.2. Swindling.
1.3. Illegal Fighting.
1.4. Blackmailing.
1.5. Threatening with the use of force.
1.6. Vandalism.
1.7. Discrimination and xenophobia.
1.8 Disturbing the public order.
1.9. and any other offense that the Council considers grievous enough, when done intentionally and with any kind of ill intent in any shape or form are always punished with permanent expulsion from The City. Everyone is welcome, as long as they do so in good faith and desire to see Deeplane progress; anybody willing to sacrifice that in order to feed their own selfishness isn't needed.
2. Lying and/or hiding information from any of the City's officials when confronted by them is a particularly heinous crime; just as they are expected to ensure the safety of each and every resident of the City, it is expected for every citizen to collaborate to the best of their ability in return.
3. No being can be taller than 3.5 meters (11'5'') under any (non-emergency) circumstances due to how inconvenient that is for everyday life in The City. Visitors looking to enter the city who exceed this size should devolve accordingly or use a holosuit.
The City's authorities and council members have a greater burden placed on their shoulders. With increased privileges come increased responsibilities; they have to be beacons of what Deeplane embodies. Paragons of law and virtue and pretty much immune to swerving their affiliation towards the greater good within. They're expected to uphold the law to its highest standard while within the City and be emissaries of its greatness when not.
Any council member can act both as judge and jury. Cases can be appealed to the Head of the Council, but her words are final and her judgment unquestionable.
Recruitment
Like any autocracy, the members of the ruling body are ultimately chosen by the Council Head, even though that's always with The City's best interests at heart. By the same vein, a Council member is just as likely to be removed if they fail to show enough dedication to The City's ideals.
Council Members are able to suggest possible candidates, even though individual exploits, proficiency, and dedication ultimately amount way more in order to sway an opinion than mere words. There's no better application than contributing to Deeplane in a meaningful way.
Team Abilities
Imperial Decree [Passive Ability]: When a member of the Council wants to get a point across, denying that notion is just a bit of a hard task. Council members and abilities performed by them completely ignore the effects of passive defensive abilities that might affect them in any way.
Absolute Authority [Passive Ability]: Judge, jury, executioner. The Council can disregard incidental obstacles like the environment, and even other beings to enact its will. Council members can discriminate at will whether their abilities affect anyone or anything subjected to them or not.
Team Digivice
The Royal Device: Not an actual modification per se, but Deeplane's influence is able to change the digivices (or digicores, in case of solo digimon) of the beings most attuned to it in a pretty unique way.
The digivice's screen color slowly begins to change into a shade of royal purple, no matter its initial coloration. Essentially, this brings with it three distinct benefits (four if the color actually improved the Digivice's appearance!).
The owner of the digivice may choose either of the following two effects (or none, if they don't feel like it):
—Accentuate theirs and/or their digimon's appearance, making their features look generally more striking, flashierand pretty, and giving them an unnatural aura that garners at least a casual glance from anyone who notices them. This can also work in digimon forms for Spirit Users.
—Or have pretty much the diametrically opposite effect and mask their owner's features greatly; even the most striking features become blurry and indistinguishable, enabling even some of the most ridiculous-looking digimon to pass unrecognized among a crowd. As with the previous effect, this can also work in digimon forms for Spirit Users.
Also, due to going through a period of acclimation, the Royal Devices are able to use Digiports to Deeplane without risking any kind of consequence.
