"Hey, you seen what's going on over in Japan?"
"Hm? You finally have a lead on that scientist?"
"Actually..." Great - another government contract cropping out in the middle of nowhere, and this one was in the back alley of Shibuya, straight across the main governing office of the city. It was already a wreck in this poor driver's schedule, but he had to cut through already dense traffic on top of some nutjob asking him where to find the residential district.
Ugh... "Right, calm down, Lee. Just get this over with."
Pulling up into the parking lot of an otherwise nondescript government building, Lee flicked his badge before pulling his pick-up back to the delivery bay. He'd done this a week or so already, and it wasn't strange to see him there: 'Crystal Springs' was advertised on both sides of his vehicle. And as he hopped out and pulled the cover off the back of his car?
Yup, water coolers. He'd done this song and dance before: rather than enter the 'big secret government building', someone would come to the back and cart off the delivery for the day. They'd be dinged with an invoice later in the month - and that was it. To Lee, this was nothing more than another delivery.
To that 'random person that distracted' him, though, this was everything. Denryu was in a corner coffee shop a street or two over, close enough that his Xros Loader would be able to maintain a connection, but far enough away that he didn't draw particular attention. Right there, unseen before Lee, was an X2 - an invisible Renamon, wearing a Reppamon mask, balanced lightly right on the center of the cart.
Call it bold, this was an ambush in the wings. The unseen fox stayed silent, Lee carting the water to the delivery bay, giving an idle knock at the back.

For a newly restored government building like the DATS Headquarters, security was always probably going to be a problem in the early periods of operation. While ideally the building should be something of an impregnable bunker, considering what went on in it, that was not something that could be easily achieved in the middle of Shibuya, so efforts were made to disguise it instead.
However, due to being a government building, there were certain necessities that they needed to provide to their staff. Things like soap, toilet paper and other amenities; sheets of paper and printer ink; constantly resupplied emergency kits and fire extinguishers; many and more things that needed to be brought in to keep the health and safety inspectors happy. And of course, drinking water.
Within the headquarters, supply contractors would have access to the garage and warehouse. Ordinarily they'd go no further than that. Once the vehicles had been cleared, admitted, docked, dropped off their cargo and left, then the roller door would lower and close, the driver would check out and the gates would bar shut. And then the staff would enter the warehouse to get the supplies as needed, through a door that required a keycard to be scanned before it opened.

Going through the motions, Lee wouldn't stay longer than he needed to: the new water was dropped off, and the empty containers were tossed in the back of the jeep for recycling. During this, the Renamon slipped off of the cargo to inspect the garage proper. Still veiled, she silently scowled at the locked door. Tripping or forcing that, obviously, would have brought the operation to a short end with some sort of alarm.
Hm - what do you think? It's not like we can stay invisible forever, but c'mon. Its a garage.
Briefly conversing with her other half, Angel looked up, briefly scanning the ceiling for any sort of security camera - particularly the 'black half-bubbles' that Denryu warned her about. If she located any, she'd consider where they could see before slipping somewhere into cover, out of sight of any cameras as well as the security door. Thank god this was a new building - if available, she'd just rest her back against a wooden pallet, hide behind some cardboard boxes, and release her invisibility.
From there, all she had to do was wait for the door to the inside of the base to open. Taking a slow, deep breath, she'd focus and try to keep her data signal down as much as possible.
I'm going to deck you for putting me through this later, Denryu.

Security wasn't that tight in the garage, but was still not an overlooked part of the DATS Headquarters. There were a total of four cameras keeping watch on the ceiling, one in each corner, pointed inward, although the camera opposite the security door was pointed directly at it.
The cameras were put in place to make sure that the government contractors didn't get up to any mischief. Since Lee performed his job as expected, however, the security guard wasn't paying too close attention to the goings on of the warehouse bay, and they did not register the movement of the invisible digimon.
However, due to a government wide policy regarding energy saving measures, lights were only active if there was the physical presence of a person within the room, and the DATS Headquarters Warehouse was no exception to this. The technology wasn't very sophisticated, it was little more than a passive infrared sensor that detected a change in the room temperature if there was a human or indeed mammalian digimon present, and microwave sensors that detected if a physical object entered or exited the room. This system existed in most rooms of the DATS Headquarters, attached to the lighting.
As Lee was here just now, the lights being on was not that much of an issue. But if Angel was to remain, the infrared sensor would detect that someone was still in the room, invisible or no, and that could arouse suspicion.
Still though, there was also a policy at DATS that the door would not be opened while external contractors were present. It would only be when Lee left and the room was secure that others would arrive. And so, only when Lee left, a member of DATS' support staff would enter the room to pick up the newly arrived water bottles. Today this was a young, quiet support assistant named Tatsuki, who did not notice Angel's presence in the garage.

So, what did Denryu call this thing again?
A 'man-trap'. Two sets of secure doors are likely used at every entrance - if someone on the outside gets past the first, they can't get past the second, and end up trapped until security can recover them.
Freaking humans...
Letting out a low, calm breath, the Renamon kept herself still as Lee saw himself out, the fox well out of view as Lee fired up the Jeep and made his way out. All she could do now was wait: sitting in the blind spot of the cameras, the masked Xros remained as still as she could. If the infared kept the lights on, so be it: perhaps staying still enough would cause them to flick off anyway, but if they remained on, DATS would get a small hint to her location.
Well, maybe - it was such a small detail, and Angel was blind to the scanner's existence. In either case, as Tatsuki opened the door, Angel made her move, timed with the door's opening.
First, she once more shrouded herself in invisibility. Second, she climbed right overtop that box, and third, she made a silent sprint for the door, intending to sneak right on by the assistant into what the fox would assume was an administrative hallway.
She'd take just a moment to take stock of Tatsuki's movement, before considering her options. If no-one else was in sight, she'd proceed to the left - if she saw someone there, she'd instead take off to the right. And if it didn't look like she could slip on by either way?
Well. She'd have to play it by ear.

Angel's move would be successful. Tatsuki did not notice her run in through the door behind her, and the cameras did not pick her up through her invisibility. After all, why would they need the special infrared cameras in something as mundane as the garage bay?
Tatsuki meanwhile would merely go about her business in picking up two of the newly delivered water tanks, silently cursing to herself that they picked her for such a task and not somebody stronger. Still though, she was a strong, stocky young woman who felt she was built for the task and made no complaints.
Meanwhile, still invisible, Angel would find herself in the administrative wing of the DATS headquarters. Simply put, this was a Level 1 security area, where the data entry, administrative tasks, and government liason tasks would take place. The room to her immediate left was the stationery storage room. To her right was a disused meeting room. Still, whichever room she chose, the lights would turn on, and remain on. But if she remained in the main corridor, the lights would remain on after Tatsuki, and draw no more attention. However, there was a camera that kept track of the corridor.
Lastly, in the Stationery Storage and disused meeting rooms, there was one camera in each of them, and they only covered the door of each, there being a blind spot directly underneath either of them. But with the office on low alert, nobody would care about lights randomly turning on at this point.

Alright, she made it in - but where exactly did that leave Angel?
The Renamon didn't have to give more than a glance to realize that the rooms nearest her were a waste of time: the room storing the stationary was little more than a glorified supply closer, and a single empty conference table and a bunch of unoccupied chairs was definitely not on her list. But it was about what she expected:
Right, there's not going to be anything on the ground floor.
Angel gave a mental sigh, and quickly followed along-step with Takumi, taking care to be at least an arm-length away should she suddenly stop for whatever reason. She went through the plan once more in her head, and unfortunately, this was going to take some level of risk. Perhaps, if DATS didn't feel like they were under attack, they wouldn't check the security cameras unless there was an active problem? So long as she didn't actively spring an alarm, maybe the Renamon could take a few more risks.
But for any of that to work, she'd need access to the next level. Carefully, the Renamon stepped closer, taking a glance at Takumi's pockets. If she had a wallet, or anything 'badge-shaped' through the fabric, the Renamon would make a move - intent on simply grabbing that 'rectangle' between the tips of two of her claws, and attempt to pickpocket this DATS member.
All she needed was a security badge - if she succeeded here, she'd likely dump the rest of the wallet in a stairwell later.

Once Tatsuki picked up the two fresh bottles of water, she was mostly preoccupied with bringing those through the office. She was also making sure that she wasn't being seen as weak and therefore incapable of doing her duties, so that when Angel attempted to do so, she would successfully pick her wallet if she attempted to do so, without her immediate notice.
However, if she had taken closer attention, she would have noted that keycards were used for security purposes here in the DATS HQ, and that Tatsuki's keycard was still present around her neck attached to a nylon band. There was little more in her wallet that would grant Angel extra security clearance than a Japanese driver's license, a government identity card, a DATS identification card with Tatsuki's photo, and of course some money.
If this was what Angel was satisfied with, by all means, she could take that for the time being. But Tatsuki did feel a brush of something against her pocket as she was carrying the water bottles, and might be a little more alert should the Renamon seek to pickpocket more from her.

Angel's thoughts were summed up in those two words - instead of having the badge somewhere where the Renamon could reasonably try and pickpocket it, Tatsuki instead wore it around her lanyard. And what was Angel supposed to do, slip around and snap it off from its clip? Not only would that be incredibly obvious, it would likely tug at her neck and immediately alert her of the fox's position.
Or, affirm an innate fear of ghosts. Neither of which was helpful for her situation, of course - but for 'Plan A' to work, they needed a badge to access the second level, and likely to even log into their computer system. Absent that? ... Alright, Plan B. Guru, I'm going to hand my voice over to you - and do some of your 'wind tricks' to make it look reasonable.

What exactly was Plan B? Well, Angel didn't bother with the pickpocket at all. Instead, she slipped right around, and sprinted just a few feet in front of Tatsuki. Invisibly, she took a knee to the ground, and planted a single claw against the floor, keeping her stance as relaxed as possible. Holding that position, she conjured a small bit of wind energy - enough to create a small yet noticeable burst of air outward. Using that energy, Angel's invisibility would immediately drop...
... Giving her the illusion that she simply appeared on the spot, right in front of the DATS agent.
Plan B? Ask directly. With Angel's voice, the more tempered 'Guru' began to speak:
"Pardon the intrusion." The Xros'd Digimon slowly stood up, the fox resting her arms to the side. "I'm with the Terminus Council - we've seen an influx of Digimon returning back through the portal, and I would like to get in touch with someone who I could talk to."
'Angel' was lying through her teeth, of course - but how much did DATS actually know about the Digital World?

For the moment, Tatsuki was so preoccupied with carrying the water bottles that she didn't notice the effort to pick something from her pocket. She was grumbling about the effort of the job put to her, but, she would quickly begin to find something off about the air behind her, given that she could feel a presence of some sort, and the feeling of something grabbing at her pockets made her reflexes a little more sensitive.
Then she felt a gust of wind behind her, which made her drop the bottles of water instinctively and made her turn around. She gasped and stepped backwards at the sight of the digimon. Her first instinct would have been to run to the alarm immediately, but, she had doubts about that. Would she be punished if this was one of the agents' digimon? She listened for the moment.
"Um..." Tatsuki thought quick on her feet. She knew the protocol here. If there was a digimon involved, she should inform the agents at once. "Yes, there is. I can lead you to him" she said, not identifying her as a threat thanks to the story that she told.
Now that Angel was visible, she would be appearing on the security cameras within the DATS offices. However, the alarm wasn't raised just yet, since Tatsuki hadn't yet raised the hue and cry. If Angel followed Tatsuki, the alarm would be silent for now. Especially in that they said they were from the Terminus Council, which as far as the office assistant knew, was a legitimate office of the digital world.

Seems the General had the right idea.
Angel - usually a brash and straightforward Digimon - found herself impressed at how well things were falling into place. Denryu's idea was simple: so long as they came to the base before the tension escalated between DATS and the so-called 'invading Digimon', DATS' response would be relatively tame, even to such a straightforward intrusion. But if they waited a month or so and scuffles between the two groups were made more common, they might have been met with outright hostility.
Thus, their only time to make a move was when the group was still relatively new. Tatsuki agreed to lead on, and the Renamon gave her a nod, following just far enough behind the DATS agent that she wouldn't feel like the fox was breathing right over her shoulder.
The cameras are definitely on us at this point. Remember, we just have to talk this out and learn what we can.
Yeah, yeah. The fox turned her head slightly, taking note of a few of the doors they were passing as they made their way down the hall. For now, just keep us on the up-and-up, Guru.
Will do.
Both were focused inward, the fox remaining relaxed enough in pose as she followed along, in relative silence. No need to poke this nest more than she already had!

While the core of the DATS staff were aware of the digimon threat, the rank-and-file staff of the lower echelons were not yet prepared for such security breaches. In fact, most of them had signed on as hired or transferred public servants, and were not yet fully briefed on the capabilities of digimon. However, with the prolonged camera exposure, eventually the security guard took notice. Fortunately his first instinct was not to set off the alarms, but to phone the DATS agent on duty - Agent Machine. "Sir! There's an unauthorized digimon in the building! What should we do?" "What is the digimon doing currently?" the DATS agent replied. "Also, what do they look like?""Well... it's a tall yellow fox digimon, and currently they're following one of our office assistants toward your location, sir"."I see. This fox digimon, are they wearing lavender gloves and nothing else?""Affirmative, sir.""Alright, so it's a Renamon, rookie level. Let them through for now, do not raise the alarm, I'm curious about this. Ensure no obstruction or harm comes to them". He paused, then pressed a button on his digivice. "Seifer, I think you should be present for this."The Hackmon appeared in a flash of light. While off duty he would much rather just play around, but, this moment, he was on duty, and knew his partner's intentions right away. "Alright, Machine" he answered. After a few sputters and gasps, it seemed that the DATS agent was willing to let this through for now. The end result? Tatsuki ended up leading Angel to the door of Agent Machine's room, then invited her in. If she did so, she would see the agent seated at his desk, and upon that desk was a hooded Hackmon, both of them looking at her, greeting with gestures of welcome.
"Hello there" the DATS Agent said, flipping the digivice between his hands as he regarded them. "May I ask how you got in here without activating our security measures?"

Remarkably calm, so far.
Sheesh... there was taking a risk, and then there was jumping the gun! It was hard to tell what side Denryu's plan was on at this point, but at the very least Angel hadn't had to resort to violence. She calmly followed behind Tatsuki, briefly wondering if she had a Digivice of her own, as the pair was led up to the DATS agent's office. Finally invited to do something other than follow, the Xros'd Renamon would give Tatsuki a nod, before walking calmly into the office.
Machine's intel was slightly incorrect. Angel was a Renamon, yes, but in addition to those lavender gloves, she wore the mask of a Reppamon, as well as a worn blue scarf around her neck. She slid the former off to one side, remaining standing as she was addressed. "Mm."
Angel returned a simple nod, that first question already burning at her ears. Thankfully, however, it wasn't Angel at the reins! "If you must know, I walked right through the front door." She didn't seem to be lying, and Seifer mighty already be able to back it up. After all, even this close, Angel managed to keep her data signal completely concealed!
"For that to be the first thing that you ask, though, that's certainly not a warm welcome..." She gave a sigh, deciding to push this forward. "You can call me Ghoul, and as I've informed your associate, I'm a member of the Terminus Council. And I have to say, we've had to deal with quite a number of distressed Digimon on 'our side of the fence'."
'Ghoul' wasted no time! "So I'll get right down to the point. Digimon have had an understanding of this side for quite a while: get a holosuit, keep their nose down, and they could pretty much just act as a human on this side. An incident popped up here or there, yes, but things were stable enough for quite a while. Has something changed?"

Agent Machine noted at once that this Renamon seemed a little different from the ones he had been briefed on. He was fairly sure that they did not usually wear masks like this. But perhaps it was nothing more than a choice of fashion? For now he'd put that information to one side.
She answered that she walked in through the front door. That answer sure interested them. Seifer at once raised his paw, summoning something of a small transcluscent computer terminal in front of him, where he seemed to be looking through a series of video feeds. When he finished, he looked back at Angel.
"Technically the warehouse entrance isn't our front door. Well played there though, you going that way means we don't have to go through our tedious government regulated guidelines as to what happens with a digimon intrusion. If you did go through the front door, there'd be a series of alarms and protocols and all that nonsense..."
Not a warm welcome, true. Perhaps that can be amended? Here in front of them was a bona fide digimon not aligned with DATS, that also seemed to be polite and skilled. Maybe they could learn from this? "My apologies. Would you like something to drink? Tea? Coffee?" the DATS agent offered out of politeness.
The Renamon introduced herself as "Ghoul". Agent Machine nodded, he supposed that was an alias, but, him objecting to that would be somewhat hypocritical. So, the reason she was here? She was a part of the Terminus council, concerned about the fact that since DATS put their foot down a few weeks ago about digimon existing in the human world, that something had changed on Earth that had resulted in this change of policy where digimon were no longer welcome. The young man gathered his thoughts on that, then responded.
"Alright, I'll tell you the full story" he answered patiently. Seifer sat at his side without motion, listening in. "In the Japanese election last year, the Diet, or Congress as it's otherwise known, changed its balance of power. For the governing party, they were forced to form a coalition with a new party based on strict law and order to remain in power, with its leader representing his district here in Shibuya.
For some time, the fact that Shibuya has been a hotspot of digimon activity has been something we've managed to at least put under wraps for the time being. However, with the events of New Year's, with a Control Spire materializing in Scramble Crossing, this has been a bridge too far. It was only by luck that the tower disrupted all digital technology that prevented the battle being recorded by onlookers and spread worldwide. Therefore, DATS has been given clearance to begin operations to remove all digimon from Earth and return you to the digital world. Of course, we would prefer to do this peacefully."
Agent Machine ended there, awaiting the response. Seifer was a little worried that he had revealed too much, but, supposed in the long run, stating the goals of DATS would put this so-proclaimed representative of the Terminus City Council at rest.

Giving a small nod to Seifer's analysis, Ghoul returned her attention to 'Agent Machine' - who, to this point, hadn't even introduced herself yet. But honestly, neither Angel nor Guru even noticed as the DATS agent went along with her explanation. On the surface, it made sense - a change of power plus a giant event led to an administrative and blanket reaction, likely classifying Digimon as both a government secret and one of the greatest threats to the world. And the paper-pushing on it was easy: the consequence of it getting out?
Civilian panic and strife. Potential increased violence both ways. Threats of government conspiracy. Untold lawsuits and a world thrown in chaos. As far as Angel and Guru could tell, they couldn't honestly be blamed for that viewpoint - but after a few moments, Angel would give her reply.
"So, basically, Japan's decided to kick the can further down the road."
That bit was 'pure', Angel's tone completely evident in those words, as Guru regained control of her composure. Yes, that was a dangerous thing to say - but now that they were in this deep, Guru pressed on: "As it is, what your organization is postponing is likely an inevitable event. Though you might be training to combat it, those motivated to cross for malicious means aren't going to be deterred by laws, and may in fact be emboldened by such resistance. After all, if the humans are supposedly 'against' them, wouldn't that make them more popular as a resistance?"
It actually went further than that - Angel's ear flicked as she gave a blink behind that mask, the buzz of a radio humming in her ear. Wait... seriously, that bold?
With a mental sigh, she continued: "... But... let's suppose, for a second, that Digimon ultimately and fully follow the rules of each country. So long as there is worldwide agreement, you can maintain the border indefinitely and there will be no further incidents. But, in that same vein - if a single nation state decides to secretly and openly embrace our side and allow us legal access, what happens?"
The worst case: "That solitary nation's medical and military technology would increase tenfold, if not a hundred, over the course of a month. Medical Digimon being used for miracles. Chrome Digizoid being used in miltary apparatus. Holosuited Digimon and mercenary tamers as soldiers. At best, your current situation is little more than a stop-gap. Left unrestricted, the long-term damage you could do to your world is unheard of - in fact, openly accepting our existence is infinitely safer."
This, perhaps, was an interesting point of debate - but there was an obvious problem with it, and it wasn't with the content. Ever since Ghoul's ear twitched, her words ceased being her own, but rather that of a tamer listening in from about a block over. Plus, this wasn't something that a citizen of the Digital World would know about, or even have cursory knowledge of. At the very least, this required knowledge of basic macroeconomic concepts or even the concept of a 'nation state', both of which were entirely foreign terms to the Digital World.
This could lead to one of two conclusions: Machine could interpret it as that Digimon were paying closer attention to the Digital World than they thought, or they could more accurately notice that the opinion was a human one, fed entirely through radio transmission.
