Are You Scared of Me? [Plot Case]

Case Report: During the universally-agreed "lunch hour," a Dracmon was spotted terrorizing several civilians in Miyashita Park. No one was injured, and the immediate surrounding area is now mostly clear of human traffic, save for a small number of distant onlookers, and two others. The subject is currently reclining against a tree, staring across the path at two humans sitting on a bench. One has been identified as one of the tamers present during the incident on New Year's. The other is as-of-yet unrecognized.
The weather is clear and sunny, and the subject has chosen a central location within the spot to rest, making occasional gestures at passerby, presumably to signal its own animated/living status. None of the three present seem intent on moving from their present locations. It is unknown how many civilians have spotted the Dracmon as of yet, but the number shall no doubt continue to rise. Given that the digimon's presence quite clearly serves no purpose other than agitation of the locals, and that the previously-mentioned tamer has yet to take any action, this rogue appears a suitable early target for removal. Tamer presence also warrants further investigation.
"Looooovely day, huh, fellas~?" Dracmon placed his hands behind his head and leaned back. Without a response, he continued to speak. "You know, I've only known you folks for about twenty minutes, and I feel like we've really gotten to know each other!"
Alan remained silent, save for a slow, heavy exhalation. Levi, currently in his holo-suit, which featured a human body about Alan's age, but wearing his own signature grey ivy cap, and a similarly-antiquated outfit, was looking disinterestedly in another direction.
"Heh heh! Watchin' humans run away is fun and all, but I never thought a starin' contest would be more interesting! I should probably tell you that you already lost a whole bunch of times, but we can keep goin' anyway!"
He has to get bored eventually, right? ...Right?

Now this was an interesting report, one that Agent Tiger was quick to pick up on. A digimon was being a pest in Miyashita park. Initially she thought this might be a sufficient scrap from the table to throw AEGIS's way, but, the fact that there was a positive identification of one of the tamers she had seen in Scramble Crossing made her interested. Furthermore it was one of the tamers that she didn't have a problem with. The blonde boy with the Veemon had been courteous and respectful, yet seemed to be very close to his partner. Her own partner, Jiro, said he liked how close they seemed. And this agent somewhat agreed. And lastly, they had been cautious and methodical enough to not get anyone or anything hurt in the battle, other than the control spire. Agent Tiger wouldn't mind encountering them again. That apparently they were doing nothing other than apparently ignoring the pesky Dracmon seemed like a reasonable thing to do from her perspective. So, before long, the tall dark-haired woman, dressed in a business suit and sunglasses entered Miyashita park. It didn't take long to find the digimon. Dracmon was reclined against a tree, while the tamer and his partner (evidently in a holosuit) was sitting opposite. Agent Tiger thus reached into her pocket, removed her digivice, then activated it. "Jiro, Realize" In a quick flash of light, a new digimon joined them. This one was a small jade dragon digimon, with a cream-white belly and red horns, with red on his wings and the tip of his tail. "Alright, Dracmon, the gig's up" she said to the digimon. "Come quietly and we won't have to start with the unpleasantries".She'd have to deal with the rogue digimon first, then once that was settled, then she'd speak to the others.

Who's this, the fuzz? thought the troublemaker as he eyed the professional-looking newcomer. What are they gonna do about- oh crap a digimon. Uhm…
Dracmon shuffled uncomfortably. "J-jeez, e-everyone's so fearless." He forced himself to keep grinning. "Humans got some kinda antibody too? Buildin' up a resistance? All the other humans were runnin' away, and I didn't even do anything to 'em, honest!"
Somehow, his weak attempts and maintaining his pride and his even weaker attempts to draw ire away from himself were mixing together. He was still receiving no reaction from the original pair on the park bench. He glared at the blonde human, reeling back ever-so-slowly. "Maybe this'll show ya!" Just then, he lunged forward and took a blindingly-fast slash at Alan. Neither Alan nor Levi moved, but a flash of light knocked the Dracmon's hand back.
"Light screen." Alan finally spoke. "Try that, say, three more times. I dare you." Just then, the human's friend piped up as well.
"We weren't gonna do anything as long as you weren't hurting anybody, but you just attacked my partner, perfectly unaware that it wouldn't do anything to him." The holo-suited Veemon began to lift himself from the bench with one hand, but after a moment, he lowered himself again. "Wait, never mind. That's you two's jurisdiction, right?" He was now speaking to the two DATS agents that had just arrived on scene. "I suppose we were sorta waiting for you, too. It'd be pretty rude of us to try to do your job in front of you, huh?"
The Dracmon truly didn't seem to realize that he had just done something that dangerous until after it had been pointed out. "O-oh... um... I didn't... I mean I couldn't... I wasn't trying to.... I mean... D-Dracmon, Dracomon, practically brothers, right? E-eh..." After stammering those last few words, the impish digimon picked a direction and began to sprint away.

Agent Tiger's lips curled to a smile at that response. "On the contrary. Many humans came to this park today for a time of leisure and relaxation, and you deprived that from them with your shenanigans. As little as that did to them in physical damage, well, there's a psychological damage that you did to them, that in such a peaceful setting as this, creatures like you are present and willing to bring woe to their day."Then, the woman gasped as the Dracmon suddenly lunged at the standerby human. That action only enraged her. Even though Alan protected himself with a shield program from his digivice, the fact that this digimon had done what he did made her fume. "He had nothing to do with our conversation and you attack him anyway..." Tiger growled with almost the intensity of her alias. She listened to what Levi had to say, then decided she could trust his conduct in this. "Levi, is it? You have my permission as a DATS agent to stand to as a protector of your partner. You may act however you see fit to protect him, but do not interfere in the battle between Jiro and this fiend."With that, Dracmon began to sprint away. "Stop him, Jiro!" Tiger ordered, and the Dracomon-X launched himself in a leap so that he blocked off Dracmon's path of escape, growling menacingly.
"Now! Attack!" Tiger ordered, and Jiro responded in turn. His red horns glowed, and he charged forward toward the Dracmon, aiming to hurt him with a red hot headbutt.
Jiro uses Smash Horn on Dracmon.
Smash Horn - Jiro's horns glow red with heat, and he dashes forward to deliver a blisteringly hot headbutt into the foe.

Dracmon had been disrespectfully flapping his hand like a mouth to Agent Tiger's lecture, hanging his head heavy in boredom, but now he was running as far as his little legs could carry him.
"Thank you very much, miss." Levi bowed his head, and tilted it right back up. "He is very important to me, after all. Far be it from me to interfere with this fight."
Meanwhile, Dracmon appeared to have already worked out the immorality of his actions in his head, at least for the time being. His task was very straightforward, very unambiguous: run. Escape, to be specific. Though Jiro blocked his path, he did not seem deterred. "Olé!" At the last moment before he would be hit, he faced his palm to the ground and blew a blast of purple force from it that propelled him into the air, just high enough to soar above the Dracomon X - but just late enough to be sent front-flipping through the space ahead, before finally landing with a loud BKRRRSSSH, sliding face first into the dirt. He was far from spent, but writhing in pain. "Ow, my crotch!" he cried, slapping a hand to the area in question, seeming to momentarily forget about the anatomy of his own species. "Ow, my eye!" he cried, seeming to remember.
While Alan and Levi did feel pretty bad about it - the poor thing was more dim than he was evil - neither of them could deny that it was an entertaining sight, the two politely golf-clapping at the quick work.

Agent Tiger didn't take well to Dracmon's reaction to her lecture. She narrowed her eyes with dislike, then gave a nasty kind of grin.
"You're unapologetic for your chaos here? Very well then, we will show no mercy unless you surrender."
While in the process of attacking, Jiro cursed silently as it seemed he had missed his target. But he obtained an expression of awkwardness as it seemed the Dracmon injured himself in his efforts to evade, in two particularly sensitive areas.
It was this that made Jiro feel somewhat merciful, looming over the little demon digimon. "You're defeated, Dracmon. Now. As an act of mercy, I will grant you free passage back to the digital world. But if you refuse, I will destroy you and send you back there anyway."
It felt like the right thing to do after all. And furthermore, his partner raised no objection to that. So the offer was there for Dracmon to return unscathed, or be reverted to a digiegg and be forced there.
Meanwhile, Agent Tiger noted that Alan and Levi kept their end of the bargain to not interfere, for which she and Jiro were both grateful.

"Yeah... alright... fine..." Dracmon would have stayed on the ground for a longer time, but it seemed he wasn't too keen on sticking around for any more time than was necessary. "I'll take you up on that... the first thing... the safe passage bit..." He staggered over to the quiet, watching partners on the bench, keeping a distance so that no one could suspect him of trying anything funny. His palms were sweating excessively, drops splashing onto the ground. But it... wasn't sweat...
The small impish digimon bent into a full ninety-degree bow. "I'm... so sorry... I... messed up... I'll be going." Levi looked on with a quivering frown. He remembered being that confused and impulsive himself. This he conveyed to Alan with a single look, receiving a nod in return. The disguised dragon tapped Dracmon on the shoulder and leaned down to speak quietly to him. "Please don't beat yourself up over this, okay? When this all blows over... look for us."
Dracmon didn't react. He felt he wasn't supposed to. He merely approached the agent and asked what he was to do to get back to the digital world.

Jiro was serious about his act of mercy, and looked up at his partner. Agent Tiger meanwhile was a little less inclined, but, at the very least, relented to her partner's wishes. The Dracmon had surrendered, and just wanted to go home. "Very well" the woman said, holding up her digivice, then turned to the side. "Digiport Open!" she commanded, and at once, a small portal lined with a matrix of green lights appeared, with light at the end of a long, dark tunnel. "If you wish to return home, enter there" she said. "The portal is open to the Network Plains. Go back to the digital world now, Dracmon, and stay there. You will not be spared again if you return."The portal would remain open until Dracmon entered. Jiro was ready for any false moves, but, for now, it seemed that the DATS agent and her partner were willing to let him go, despite his crimes here. It seemed there was something of a reason why they did this.
Once Dracmon left, the two would approach Alan and Levi, intending to talk for a bit.

"Th-th-the Network Plains? But everyone I know is in-" Dracmon stared down, wide-eyed and shivering. "Aw, crap, wait, I can start over! I'm okay with this!" He skipped merrily into the portal, screaming "OH SH-" at the top of his portal-ward bound, realizing too late that he might have forgotten someone. Alan winced at the emotionally confusing sight.
"So... um..." said Levi, noticing that the agents were approaching them. With each step they took closer he leaned a slight more of a his weight onto Alan, seemingly acting on a protective instinct of sorts. Alan only half noticed it, and allowed it to continue happening anyway.
"Thanks for that, ma'am," said Alan, intending politeness, but quite unsure of what the best title to use was. He was convinced he had chosen the wrong one, even though he couldn't think of what else to say. "What now? Any other situations to deal with? You still 'on the clock,' so-to-speak?"

Glad that the threat ended for now, and the Dracmon returned to the digital world, Agent Tiger would speak into her communicator. "Agent Tiger to HQ. The Miyashita Park incident is concluded. The digimon in question has returned to the digital world."
"Good job, Agent. No casualties?"
"None, other than inconveniences due to his mischief. No deaths or injuries to report".
"Very well, continue your patrol."
With the communications ended, Tiger would approach Alan and Levi. Supposing she had little other choice, she raised her digivice and withdrew Jiro into its V-Pet system, supposing that keeping the Dracomon-X exposed would be against protocol. Still, he would be able to hear and make himself heard in the conversation ahead.
"May I sit down?" Tiger would ask the duo. If permitted, she would sit by them. If not, she would remain standing. But still, she would begin to talk.
"Thank you for not interfering in that. You showed some very good restraint there" Tiger said. "That proves to me that you guys seem to have the right idea of being Tamers. I remember in the Scramble Crossing incident, your partner only attacked the control spire. As a tamer-digimon pair, you two appear to be very cautious and aware that actions can have consequences, would I be right?"
It was clear here that Tiger seemed to have recognized something within Alan and Levi that she approved of, and, for the moment, possibly due to how much she approved of their conduct in difficult situations, she wanted to know a little more about them.

"Of course, of course!" Alan invited Agent Tiger to sit down with them, scooting over towards Levi, who pulled Alan subtly closer still once the agent actually sat down. The tamer rubbed a finger over his lip, attempting to hide the breadth of the smile spreading across his face at the government officer's praise. "It's very kind of you to say, and yes, I like to think we both try our hardest to avoid unneeded consequences." He suddenly took on a more sullen expression, as he seriously considered what he meant when he spoke next. "...Franky, I'm surprised that this doesn't seem to be a common mentality."
"Maybe it is common!" Levi leaned into the conversation from the other side of his partner. "But the people with that mentality are really good at caution and keeping things under wraps, so we don't know about 'em!"
"Heh heh. Though I doubt they'd be keeping things completely under the table if they had the exact same mentality. But anyway," Alan turned back to the Agent. "Out of some bit of humbleness, I'd like to say that part of the reason we went only for the spire was because it was all we could do against such strong enemies. Even so, it was true that we felt that the spire was highest priority, and even if we had attacked elsewhere, we would have exercised utmost caution in not causing any collateral damage. So, regardless of what might have been, or what my comrades thought, to that end, I'm glad DATS came on the scene when they did. Thanks for that."

Agent Tiger would sit down as invited, listening to what Alan had to say. She made an approving noise in acknowledgement of his words. "It's good of you to say, but, unfortunately it's the very nature of how tamers are "chosen" in the first place that cause them to go down paths such as that." she replied. She knew it all too well.
"Out of nowhere, an ordinary human finds themselves "chosen" by a seemingly supernatural force, to become the bonded partner of a being of another world with incredible abilities that only grow stronger the closer your relationship is. Do you think it would be common or rare for a person to not explore all their options and use this miraculous power to shape the world for the greater good? I think we both know the answer, and, it seems you're one of the rarer types of tamer. Would I be right?"
She remained silent as she took in the rest of Alan's answer. That was correct, the Flamedramon had fought as a mere Armor Champion while the enemy were Ultimate levels, so of course he would take a less strong target.
"That's alright, it was merely part of our job that night." Tiger answered. She hesitated for a few moments, then turned to the young man.
"Let me ask you a hypothetical question..." she prompted. "If you were given the choice, would you choose to remain on Earth but have your digimon partner be returned to the digital world? Or would you choose to remain on the digital world, united with your partner, but cut off from Earth for the rest of your life? I promise I won't judge you or make consequences for either option you choose, but, I'm interested to know what you would choose and why."
She spoke this with open sincerity. It was important for her to hear what a tamer she respected would choose from those options.

This was it - this was what Alan had been hoping for since the control spire incident: a chance to have a reasonable talk with these DATS agents, who claimed they would permanently separate the human and digital worlds. With this agent's respect, perhaps it was his chance to do something. Levi would only stare worriedly in the others' direction. He wanted to trust that there would be no on-the-spot arrests... but if there were, then it would all be over, and the thought was terrifying. The digimon would decide to let Alan, who knew more about the human world, do the talking, as he seemed a great deal more calm about this. The boy folded his hands, rested his head on top of them, and leaned forward. "It's no secret... you're right. I really am a rare case. The odds of a completely uninitiated human being chosen, and then using that power for what you refer to as the 'greater good' are incredibly low. So I wanna know something. What does 'the greater good' mean to you? It's such a vague term..." The tamer tried his best to seem as nonconfrontational as possible. He wanted to explain all of his thoughts without making any jumps in logic, but he also wanted to avoid rambling and losing his point. He sighed and leaned back.
"To me, it means coexistence between species, in peace to what degree peace is possible, but more importantly, mutual enjoyment. Improving the lives of everyone. Ensuring that everyone can get the greatest experiences out of life. But that's just me. What I'm trying to say is that it means different things to different people, but what they have in common is that it's a factor that motivates many. A tamer may very well devote themselves to their greater good, but it probably won't be yours, and that's okay. Or at least, it doesn't make them worse people for doing so."
"The missing piece here... what we need... is communication. Don't give up on them just because they don't follow the laws that are kept hidden by an organization that hid itself until it had to tell people off for not following their laws. DATS, no, this country's government as a whole has been trying its best to keep digimon in check through secrecy, and that secrecy, in turn, ensures that this power remains unchecked. If you have a problem with humans being 'chosen' out of nowhere, then running around and doing things as they see fit, the least you could do is educate them. Give them your thought. Show them your methods. I admire your efficiency in dealing with the control spire, but it was incredibly clear that you knew so much that we amateurs didn't. You were prepared from the get go, while most of us just got the call and came running. So let not only the tamers, but everyone, know. If someone who is chosen is already knowledgeable, and knows how DATS feels, and knows the law, perhaps not everyone will make the 'right' decisions, but now you've provided the means to make informed decisions. Morals aren't the same as laws. You can't write people off as troublemakers because theirs didn't match up. I... hope I'm getting my point across well enough. Thanks for listening, anyway. And..."
Alan looked over at Levi's face for good ten seconds.
"If I was forced to choose... I would stay in the digital world without a second thought. That's just how I am."

Agent Tiger pondered the question for the moment. What was the greater good for her? "I like to think it's simple enough. Peace, order, a chance for anyone to be born into this world and have a good chance at reaching happiness and fulfilment, then allowed to die peacefully at the end after a long life. With digimon in the equation... that order gets shaken up a little I suppose."
She and Jiro listened to Alan in silence as he stated his philosophy. He wanted coexistence, yes, they all wanted that... but this was really the first time they had listened personally from another Tamer what it meant to them.
The first thing that she took notice was that Alan said that one in opposition to DATS weren't worse than she was. And to this, she agreed. "Of course. I hold nothing against the kids that end up with digimon." she would answer.
She would give a sigh as Alan continued with his talk. "We both know that I can't do that." she said. "I get what you want though, a scenario where digimon are accepted as part of society. Believe me, I've thought about it myself. I even like the idea, but... realistically, I just don't think it can happen. We've evolved over hundreds of thousands of years to support a human society, we can't just suddenly bring digimon into it all. We don't have the structures in place. If a digimon gets sick, how do we heal them? If a digimon commits crimes, how do we police them? Both would require a huge amount of resources, and such a big change would cause resentment and instability in society."
She pondered another point that bothered her. "And... what about the sheer randomness of it? Say Haruto gets a digimon partner but his brother Shiro doesn't? Haruto gets a huge advantage in life in that he's got a powerful best friend bonded to him, while Shiro just misses out? I mean... Alan, look at this city, do you think after all these thousands of years of build up to this point, do you honestly think it could continue with digimon?"
His answer was expected. If forced to choose between Earth and his partner, he would choose life with his partner. "I see." she answered. If she didn't already have some acceptance of Alan, she would have asked him about how his family would feel, but, would not state that. She simply understood the stakes here.
In a way, it made her understand her own son's decision a little more. Tamers and digimon loved each other, yes. Digimon were easy to love. They were protectors, familiars, partners and friends all in one. Yet how could they exist in a world as cruel as this and not be corrupted in the end?
Thinking about all this, Agent Tiger stood up, taking a lighter and a cigarette from her pocket. In respect to Alan, she lit up and smoked it downwind so he wouldn't be inconvenienced. She mulled over her thoughts for a moment, before turning to him again.
"Fact of the matter is, I'm just an agent of the government. Whether or not I agree with you is irrelevant. If I can't do their bidding, they'll fire me and get someone else to, someone more ruthless presumably. So... all I can advise is, be careful what you do out there, Alan. Whatever you do, don't prove the higher-ups right about digimon being bad."
For now, Tiger was close to concluding this conversation, but, still, she had one lingering thing to ask. "One last thing... have you ever met a kid called Kazuo on your adventures?"

"Hmm. I see," was all the tamer had to say to Tiger's idea of the greater good. He wanted to respond somehow, of course, but there wasn't much to say. It was, after all... how could he put it? A perfectly human response.
"Even I'm not sure if full integration into society is really what I'm asking for, but at least... integration of their existence, if that makes sense. Taking said existence into account in our behavior. How to heal them if they get sick? Why don't we them? How to police them? You'd know better than I do, Agent Tiger. Your organization's set up an effective form limiter, you have partners of your own... seems to me all you're missing is staff. But that's just my uninformed point of view."
"Now, about the randomness aspect... I admit this one is more of a hunch than anything, but, in the relatively short time I've been here... I've noticed a pattern. I don't know a single human who's spent a decent amount of time interacting with digimon who hasn't been chosen. So, I have this... belief... that although many times it may be unwarranted, anyone who truly wishes to find a partner, human or digimon, will find what they're looking for. They don't all have to live here, heck, most of them won't want to. But plenty will want to visit. And so as the thousands of years of building a world for humans have happened, thousands of years of building coexistence can begin. And through all this, they do have their own world."
Lastly, Agent Tiger made a request to Alan. She told him not to let DATS's higher-ups be proven right about their negative views of digimon. "I don't plan on it," was his only response.
"I haven't seen this person, Kazuo, but if you're looking for them... I'll be sure to let you know if they turn up."
"Provided we can still reach you, hm?" smirked Levi, breaking his conversation-long silence.
