Let's begin.
—General Mercenaries have moves on Fresh and In-Training stages. For mercenaries, these are flavor text forms and shouldn't be allowed to have any moves.
—Silence Silence's personal history mentions him falling in love with a -insert digimon name here- that means it's left for the reader's imagination or that the detail is so unimportant that the name is irrelevant? FCF Imitation Technique: System Lag: This has decidedly two different effects. Choose one.
—Hadesmon Lord of the Underworld: No full health revivals. Full heals are a once-per-thread thing as an active ability. If you wanna revive, it's a last stand type of thing.
—Darkdramon Bancho-Counter: This can absorb stuff from up to 5 digimons at the same time. Power Reversal: Why this is listed as passive/active? Should have a minimum cooldown of 2 posts, anyway. Chaos Curse: Why this is listed as passive/active? This should affect non self-inflicted damage or statuses only. Reduce duration to 2 posts.
—Jesmon 3rd Day: This implies that while evolving, Monodramon gets healed. By how much? Judgement of the First Stone: This can be a once per thread ability at most. OS Generics: Change this to player digimon. You'll need to ask permission to a staffer if you want to copy the attributes of any npc.
—Revivemon Resurrection: No full health revivals. Full heals are a once-per-thread thing as an active ability. If you wanna revive, it's a last stand type of thing. Past Restoration: We don't allow redundant passives. One resurrection effect is more than enough.
—Coordemon Raccon's Mirror: Coordemon can only copy attacks he has seen the target use, in addition to the once-per-thread restriction.
—Libramon Dark Reflection: Replicates the attack only once. And this should have a minimum cooldown of 2 posts.
—Algomon Psych Shield: This should only be able to protect against one attack.
—Craniamon Power of Breath: If you wanna reflect, the cooldown should become once per thread. Guardian's Will: Double both things. Tripling something is too much for a boost to two abilities that's lengthy to boot. Honorable Duel: How can this one be avoided? Also, this needs a cooldown.
I think I didn't miss anything! That should be all.

So...do I delete them? Do in-training and fresh moves really affect that much that it matters whether they have any? Or if it does, shouldn't, by flavor, they have moves? I mean if you tell me to delete them, I will, just not quite seeing the relevance.
I really don't think it does. Let me try rewording it:
Red glitchy data is embued as an aura around Silence's hands for 2 posts. When stricken with this, an area or digimon will be completely cut off sound, not being able to produce or receive any sound. Lasts 4 posts for digimon, and a day for the area. Maximum area size is a circle with a ten feet radius, centered around the point where the area was stricken. 5 ppsts cooldown.
All the ability does is remove sound, to the exact same extent either way, but lasting a different amount of time depending on exactly what was stripped of sound.

Don't be where he can point at you, and if you want to get out of the duel, either last long enough for it to end or surrender (statement) and convince the other to agree. or you know, defeat Craniamon, who is let me remind you, adjusted to the target's level. So one way of avoiding it, three ways of getting out.
Also, why a cooldown? It's already a quote "once per battle" move. Literally can't be used more than once in any given battle.
Would it be ok if this copied irrelevant NPCs? As in, any NPCs that are among those controlled by staff, like bosses, which I'm guessing is what the concern is, would not be copied, but if like there was a greymon passing by in my thread, that greymon's physical strength could be copied if there was nothing with more physical strength around. Would that be ok?
All the other abilities, changed to the requested! Craniamon's power of breath was reworked to no longer reflect targets, but instead expand his defense to indirect attacks as well. The ressurections no longer restore full health, simply restore functionality, and "past restoration" has been altered to full healing instead of a ressurection. Still has the side effect of devolution.

Do you realize that System Lag isn't that ability, right? What you just described is Sound File Corruption. That's the one that actually has two different effects. hmmmm... Would that be ok? How do you measure relevancy? Past Restoration should make you unable to access SM 5 posts. And stun you for 1 after completed. Then it'd be fine to me.

May I ask why not? if it can't affect bosses or any extraordinary NPCs for that matter, I fail to see how it would be an issue I'm afraid.

You forgot to reduce Chaos Curse's duration to 2 posts and to state that Dark Reflection's minimum cooldown is 2 posts.
Everything else is fine, I think.
