So I just realized that originally, I had only picked 9 out of 10 base abilities, which was of course very very silly of me ^^
So I'd kindly request you to add the following ability to Arniomon's list, preferrably after Garden of Eden. (the two moves beneath it are from RAM Upgfrades)
Righteous Impetus - Arniomon empowers itself and up to two allies with primordial energy until the end of Arniomon's next turn. Attacks made while empowered consume the energy to deal a varying amount of bonus 'Purification Damage'. Purification is perceived as corrosive heat and deals equal amounts of holy and fire damage, scaling with the malignancy of the foe's core, from minuscule against benevolent soul to moderately high against entities of pure evil. [Cooldown: 2 Posts]

Appearance: Assuming the form of a female archangel, Cion has a far more humanoid shape, though her empyreal, aureate, royal full plate armor retains the aspects of a vulpine celestial. Beneath her radiant armaments lingers the perpetual incandescence of her ethereal frame, golden blazes marking her perceptive eyes. Her 6 seraphic wings carry the same primordial, cosmic element as her usual pelt and tail. In each hand she firmly wields a crescent claymore forged out of holy, adamantine digizoid. Super MegaAttribute: Free Family/ies: Unknown Type: God Man Gender: Female Attacks: Non-Combat Passive Ability: Beacon of Hope - In this celestial form, Cion's body emits a faint sheen of pure, incandescent light that penetrates any darkness. Additionally, if she wills so, any entity perceivable by her may telepathically know of her exact location, even through illusions and terrain. Non-Combat Passive Ability: Wings of the Avant-Garde - Cion possesses an aureate aura and 6 cosmic wings that enable perfect flight with rapid speed through void, aeriform and liquid environments without the need of external oxygen. Passive Ability: Archon of Good - Against evil-aligned and criminal entities, the damage Cion deals is increased by 25% and the damage she suffers is reduced by 25%. Her damage against good and innocent entities (outside of sportsmanlike competitions) is decreased by 25%. Good and neutral allies of her choosing are immune to her elemental and holy fury. Passive Ability: Arisen Ascendant - In combat, Cion's unchained esperance and fervor manifest themselves in 3 aspects that empower her: Radiating: Cion's blades are engulfed by archfire, increasing their reach by a multiple. Incinerating: Cion's active abilities and 'Cleansing' temporarily ignite flammable entities and those negatively affected by 'Archon of Good', dealing a small amount of bonus fire damage on-hit and during Cion's next post. Cleansing: All damaging active abilities except 'Retributive Intervention' against enemies negatively affected by 'Archon of Good' unleash a thin, crescent shock wave of divine force centered on the struck target's location that travel a medium distance, dealing low holy damage to the original target and every struck enemy. Archfire Chi-Blades - Cleaves a single target with a strike in the shape of an Χ that utilizes both blades, dealing high damage split evenly between physical, fire and holy damage. [No Cooldown] Prescient Riposte - Blocks the next non-AoE melee or projectile ability utilized against her or an ally with inconceivable reflexes, and attempts to retaliate with a swift strike of her own, dealing moderate physical damage. The riposte transfers blocked negative effects to the struck target. [Cooldown: 2 + (Blocked Ability's Cooldown) Posts] Radiant Javelins - Tosses her blades at a single target's location that burst into volatile energy upon impact, dealing moderate shock damage and severely immobilizing the target for its next turn. After impact, new blades manifest in Cion's hands. [Cooldown: 2 Posts] Purging Burst - Cleanses herself of negative status effects and emits a burst of archfire centered around herself, dealing high fire damage to all nearby enemies and knocking them back with great force. [Cooldown: 5 Posts] Relentless Smite - Unleashes merciless divinity from the heavens or earth in a huge area, striking all enemies with rays of radiant force that deal moderate holy damage and dazzle them from sheer brightness for their next turn. Each struck enemy emits a shock wave as per 'Cleansing'. [Cooldown: 3 Posts] Ardent Skyfall - Engulfs herself in a veil of archfire and rapidly dashes to a target enemy or location to collide with it, dealing high fire damage in a medium area. Enemies affected by 'Incinerating' have a very likely to moderate chance (based on their digivolution level) to be panicked from angst and / or burning alive during their next turn. [Cooldown: 3 Posts] Blessing of Fervor - Enwraps herself and allies in empyreal light to mend grave wounds and grant a significant boost to speed and mobility for their next turn. [Cooldown: 4 Posts] Righteous Aspiration - For their next post, grants Cion's allies the benefits of 'Arisen Ascendant'. [Cooldown: 2 Posts] Apodictic Judgment - Can only be utilized against a major threat to commonweal, an evil archfoe or their commanding subordinates. Irreversibly sanctions and stigmatizes the chosen target as a nemesis for 3 turns or until its or Cion's total defeat, demise or escape. Only a single stigma may be active at once. Against the nemesis, Cion's allies benefit from 'Archon of Good' while the effects are increased from 25% to 50% for Cion. [No Cooldown] Retributive Intervention (Ultimate) - Until the end of her next turn, Cion cradles herself in a pulsating barrier of her own wings, becoming immune to the damage and negative effects of the next 3 attacks from Super Mega digimons, and many more of lesser beings. Vociferously, she taunts all enemies to overcome her lest they perish soon by her hands. If the barrier is broken or pierced, this ability's effects cease immediately and Cion will be unable to utilize any abilities nor any exertive movement in her next turn. If the barrier is not overcome Cion unleashes a continuous, omnidirectional curtain fire of uncountable beams of divine force by spreading her wings, dealing massive holy damage to all enemies in a vast area around her. After much discussion among staff, we've decided to opt towards giving Cion a good checkover for their entire profile due to its age, things needing to be changed to accomodate the standards we setup for balance these days
Sagitamon - Spirit Arrow Storm - Give all arrows a 2 turn duration where they disappear if another is not applied during that time.
Translucent Vortex - To promote less oppurtunities to chain-snare, increase to a 3 Post Cooldown
Bracing Repose - This requires a more steep drawback due to the nature of being both a healing ability and a AOE heal at that. Give it a 3 Post cooldown.
Prismatic Shield - 3 Post Cooldown
Protective Glade - 4 Post Cooldown after duration
CyberSagitamon- Cyber Arrow Storm - Give all arrows a 2 turn duration where they disappear if another is not applied during that time.
Pulse Shock - 2 Turn Cooldown; clarify if the collapse effect is a snare or not.
Data Restoration - 4 Post Cooldown
Nanomachine Zone - 4 Post Cooldown after duration, 3 turn duration
CyberSagitamon Huntress Mode - Particle Beam Storm - A max of 3 beams. Nerf beams to a 2 turn duration where they disappear if another is not applied during that time.
Shock Blast - Same deal as Pulse Shock. 2 Post Cooldown, clarify effect.
Data Recreation - 4 Turn Cooldown.
Nanomachine Realm - 4 Turn Cooldown after duration, 3 turn duration

Arniomon - Elsyian Sanction - A max of 3 javelins. Nerf javelins to a 2 turn duration where they disappear if another is not applied during that time.
Elsyian Ascension - Only affects those with least one javelin. 4 Turn Cooldown
Elsyan Purge - Once Per Thread or remove some of its effects. Does too much in one ability.
Kismet Blessing - 4 Turn Cooldown
Garden of Eden - 5 Turn Cooldown, 3 turn duration
Fate Weaver - 5 Turn Cooldown.
AceJetmon Mach Mode - Air Support - Virtually untargetable is a bit overkill. While yes obviously some attacks should feasibly never be an issue, this should least allow for ranged attacks to still be effective potentially.
DFM - 4 Post Cooldown, 3 Turn Duration
Hypersonic Lance - 4 Turn Cooldown
Fission Mortar - 4 Turn Cooldown
Flare Barrier - 4 Turn Cooldown
Sanctuary Ward - 5 Turn cooldown after destruction, 3 turn duration
KairosArniomon - Archon of Good - 1 Tier? Are you saying levels? Cause in which case, no. Instead, it should be a more percentile buff... 30% is a good average.
Prescient Riposte - 2 Turn cooldown + cooldown of the blocked attack.
Purging Burst - 5 Turn cooldown
Blessing of Fervor - 4 Turn Cooldown
Apodictic Judgement - This needs a duration of 3 turns.
Retributive Intevention - If the barrier is broken, it needs a very significant drawback to reward those who do overcome it. Piercing attacks can also shatter it, albeit at no damage to her.

Passiv Ability: Spirit Arrow Storm - Whenever using an active ability that is not 'Crystal Arrow Storm' and while not hindered by crowd control effects that prevent her from using ranged attacks, Cion may leap to a close target location and fire a barrage of small, ethereal arrows (one per enemy) at all enemies which lodge into their bodies, dealing low non-lethal damage. Lodged arrows disappear after 2 turnss of not applying any.
Translucent Vortex - Conjures a vortex of light around an enemy that traps them, dealing low non-lethal damage and causing them to float above the ground, snaring them for 1 turn. Other enemies are pulled towards the vortex, slowing them and impedeing their movement. Only deals damage to Ultimates and higher.[Cooldown: 3 Posts]
Bracing Repose - Enwraps herself and all allies in a veil of light energies, mending minor wounds and moderately boosting their natural health regeneration over several hours. Heals moderate wounds if all energy is channeled only into a single digimon. [Cooldown: 3 Posts]
Prismatic Shield - Conjures a prismatic shield that protects from one Champion level attack or lower over a duration of 1 post. Before use, allows Cion to leap in front of an ally to shield both of them. Perfect level attacks or higher penetrate the shield. [Cooldown: 3 Posts]
Protective Glade - Cion plays a tune on her ocarina, releasing life force energies that vitalize a circular, garden-sized area beneath her for 3 turns, causing it to bloom. She and allies inside gain an aura of light, granting small protection like an extra layer of armor. Also slowly devitalizes Champion or lower adversaries within to empower all forms of health regeneration for you and protected allies. Placing a new glade consumes the old. [Cooldown: 4 Posts after duration]

Passiv Ability: Data Arrow Storm - Whenever using an active ability that is not 'Cyber Arrow Storm' or 'Pulse Shock' and while not hindered by crowd control effects that prevent her from using ranged attacks, Cion may use her hookshot-belt to dash to a close or distant target location and fire a barrage of small, data arrows (one per enemy) at all enemies which lodge into their bodies, dealing low non-lethal damage and slightly reducing their speed and mobility with every lodged arrow. All data arrows cease after 2 turns of not applying 'Data Arrow Storm'.
Pulse Shock - Cion draws her EMP-Pistol and fires a bullet of lightning at a target which shocks them and deals either lethal or non-lethal damage based on Cion's will. The shock and damage is very low against unharmed adversaries, but grows exponentially in strength against injured opponents. Significantly injured enemies have a chance to be severely immobilized from shock for their next turn. [Cooldown: 2 Posts]
Data Restoration - Enwraps herself and all allies in a stream of data, mending moderate wounds and significantly boosting their natural health regeneration over several hours. Heals severe wounds if all energy is channeled only into a single digimon. [Cooldown: 4 Posts]

Combat Passive Ability: Particle Beam Storm - Whenever using an active ability that is not 'Accelerated Particle Storm' or 'Shock Blast' and while not hindered by crowd control effects that prevent her from using ranged attacks, Cion may use her jetpacks to dash to a close or distant target location and fire a barrage of small particle beams (one per enemy) at all enemies. Beams lodge into bodies of enemies and solidify, dealing low, stacking shock damage each turn and slightly reducing their speed and mobility with every lodged beam. A maximum of 3 beams can solidify per target, and all solidified beams disappear after 2 turns of not applying 'Particle Beam Storm'.
Shock Blast - Cion fires a beam of lightning with her PBSR at a target which shocks them and deals either lethal or non-lethal damage based on Cion's will. The shock and damage is low against unharmed adversaries, but grows exponentially in strength against injured opponents and with every 'Plasma Beam' lodged into her target's body. Significantly injured enemies have a chance to be severely immobilized from shock for their next turn. [Cooldown: 2 Posts]

Passive Ability: Elysian Sanction - Whenever using an active ability that is not 'Elysian Ascension or Purge' or while neither is active, and while not hindered by crowd control effects that prevent it from using ranged attacks, Arniomon may rapidly dash to a close or distant target location and conjure ethereal javelins (one per enemy) which dash with high velocity towards enemies spear them. Javelins lodge into bodies of enemies and solidify, dealing low, stacking shock damage each turn and slightly reducing their speed and mobility with every lodged javelin. A maximum of 3 javelins can solidify per target, and all solidified javelin cease after 2 turns of not applying 'Elysian Sanction'.
Elysian Ascension - When at least a single enemy is affected by 3 javelins from 'Elysian Sanction', Arniomon can break through its physical form, ascending to become a being of pure data for this and the next turn. In this state, Arniomon irremovably binds itself to every hostile digimon affected by at least 1 ethereal javelin, dealing a small amount of light damage to all affected enemies by draining their life force, individually increased slightly with every lodged ethereal javelin, and healing itself for all damage dealt. In the end of the second turn, 'Elysian Purge' may be used to end this ability's effects. [Cooldown: 4 Posts]
Elysian Purge (Ultimate) - This ability can only be utilized in the second turn of 'Elysian Ascension'. Arniomon erupts in an incandescent, cleansing flare, dealing the same damage it had dealt during 'Elysian Ascension' again as fire damage, removing positive status effects and blinding them for 1 turn. Each ally is instead healed for the same amount and gets cleansed of negative status effects & crowd control effects. This consumes all ethereal javelins. [Once Per Fight]
Kismet Blessing - Enwraps itself and all allies in a stream of data, mending grave wounds and granting immunity to the next status effect or crowd control effect for 1 turn. [Cooldown: 4 Post]
Garden of Eden - Arniomon infuses a circular, residence-sized area beneath it with its essence for 3 turns, causing the area to flourish. Arniomon and allies inside gain an aura of radiant data, granting high protection like an extra set of heavy armor and increased status effect & crowd control resistance. Also rapidly devitalizes all adversaries within to substantially empower all forms of health regeneration for you and protected allies. [Cooldown: 5 Posts after duration]
Fate Weaver - Arniomon rewinds time for a chosen ally or itself by 1 turn, undoing damage and effects (positive & negative) it had sustained after the end of the prior turn. [Cooldown: 5 Posts]

Given concerns, I reworked some stuff so it's far less in your face at the beginning, but scales with combat duration.
Arisen Ascendant → (Nerf by scaling mechanic)
Passive Ability: Fury Of The Arisen - In combat, Cion's impotent rage manifests itself in steadily increasing, divine fury. Up to once per turn when she deals damage to an enemy or when she and/or and ally suffers damage from any enemy, she gains a stack of 'Divine Fury', up to a maximum of 4. At maximum stacks, all are consumed when Cion utilizes a damaging ability (except Retributive Intervention) to unleash a thin, crescent shock wave of pure force centered on the struck target's location that travels a medium distance. The shock wave deals moderate damage split evenly between holy and fire damage to the original target and every struck enemy. Each time this ability triggers, its maximum stack requirement is lowered by 1 for the duration of the fight, down to a minimum of 2.
Radiant Javelins → (Reflavor, likely nerf by scaling mechanic)
Radiant Deluge - Unleashes 4 shock waves as per 'Fury Of The Arisen' in a single direction, dealing moderate damage split evenly between holy and fire damage to every struck enemy. Consecutive hits of this ability beyond the first to the same enemy only deal minor damage, but stackingly impede mobility due to force effect. [Cooldown: 2 Posts]
Righteous Aspiration → (Complete Rwork)
Righteous Dues - Launches a long, ethereal chain of archfire out of her blades at a single target that briefly wraps around it. This chain only deals minor holy damage, but removes and absorbs either all temporary or permanent positive status effects from the target, transferring them to Cion. Temporary status effects have their duration refreshed, while permanent positive status effects are only transferred for this and the next 2 turns, after which they return to the struck target. [Cooldown: Total Duration of Stolen Effects | Minimum Cooldown: 2]
Relentless Smite -> (Nerf due to early timing requirement)
Relentless Smite - Unleashes merciless divinity from the heavens or earth in a huge area, striking all enemies with rays of radiant force that deal moderate holy damage and dazzle them from sheer brightness for their next turn. Each struck enemy emits a circular shock wave as per 'Fury Of The Arisen' if 'Divine Fury' stacks are consumed. [Cooldown: 3 Posts]

Ardent Skyfall -> (Change due to one passive effect no longer existing)
Ardent Skyfall - Engulfs herself in a veil of archfire and rapidly dashes to a target enemy or location to collide with it, dealing high fire damage in a medium area. Cion can break through one instance of defensive obstructions (such as conjured terrain and barriers) during the dash, ignoring its effects. [Cooldown: 3 Posts]

Sorry for the wait.
—Fury of the Arisen: The minimum number of stacks needed to trigger this one should be 2. Cion should only be able to gain 1 stack per turn.
—Radiant Deluge: Two shockwaves should be the maximum at cooldown 1. Four at cooldown 2.
—Righteous Dues: This one should either steal passive or active benefits, and its cooldown should be the total duration of the stolen effects, with a minimum of 2.
Relentless Smite is fine.
