MPC 43A: King Doggo [Solo]

This MPC is based on the Digivolve into President prompt, which I'll be doing solo.
One time, long ago in one of Owen's earlier incarnations, the Gaomon had been... rather surprised at just how grateful a faraway region of the digital world had been in exchange for his efforts to free them from the shackles of rule from evil overlords. Yes, it had been a fine battle. The MirageGaogamon, ordinarily clad in a fine suit of gleaming blue light armor that covered his vitals, soon found himself hailed as a leader of this torn land.
"But... why do you want me as leader?" he had asked as the battle had ended. Outside of combat situations, he would appear as a simple large blue and white dog warrior digimon, dressed in a simple singlet and light blue jeans.
"Because... you're the only Mega level left in the land, sir, and we would be honored if you could protect us" a representative digimon from the populace had told him. Owen blinked with surprise at this, but, these words were true. Apparently evil overlords attacked this place at least twice a year. And, given how nice they were to Owen, he thought he should repay them by accepting their request.
However, he felt a bit bewildered as they declared him King. "Isn't this a bit much?" he asked the representative Baromon at his coronation, a bit uncomfortable at the sight of all the gold and robes and pomp and ceremony.
"But your majesty, this ceremony is hardly appropriate for a ruler of Digitopia" Baromon objected. Owen bristled a little at that title.
"Please don't call me that" he said, already uncomfortable with his life choices. Honestly, all this gold and regalia could easily be sold to pay for the repairs following the fall of the evil overlord that preceded him. One thing was for certain, Owen was determined to make some changes around here.
"All hail King Doggo!" the Ginkakumon declared as he lowered the crown onto his head. Owen took a deep breath and accepted it. This would the the last day of such frivolities under his rule.
Quickly after the Coronation, Owen stowed away the regalia. He had felt deeply humbled by it all, not feeling worthy of it. While yes, it was the burden of state that was dressed on him, he refused to ever wear it again, instead settling for a neat respectable suit with his scarf still around his neck. As much as he wanted to sell the gold and jewels, he soon learned that it was the pride of the digimon nation, not his own possessions. He found that it was better to deal with them as thinking of them as the kingdom's possessions, not his.
But still, they chose to make him leader, and he accepted, so, he would take this job seriously. The digimon of this realm were under his protection, and protect them he will. However, he would suffer no spoilings or luxury. If the realm was suffering, why should he thrive?
The first day was... an experience. Not exactly good, since Owen went to bed at 3am at the end of it, exhausted. And it only seemed to get worse from there. Geez, how did this kingdom survive so long?
But, eventually, as tempers flared and compromises reached, a year later, Owen had managed to settle down things quite substantially. His many advisors helped rather a lot, ministers Kuma, Impy and Leky in particular. It had developed to the point where Owen was beginning to feel quite comfortable in his position. And it seemed, the realm was comfortable with him.
And so, days after his first anniversary, there began a scene where he was walking briskly to his office, the camera pointed at him, advisors surrounding him giving Owen his briefings as he strode through the corridors.
"Sir, you have a scheduled phone call with Sultan Vinegar of the Western Flatlands in fifteen minutes" advisor Leky said, handing Owen a folder.
"Right" Owen said, taking a glance at its contents, then handed it back, awaiting further news.
"Sir, the figures of economic growth of Digitopia are in, growth has slowed a little" advisor Kuma said.
"Hmm... that's disappointing" Owen replied. "What can be done about it?"
"Well I'd tell you, sir, but we'd have to do another lap of these corridors" Kuma pointed out.
"Very well, it can wait until later on in the day" Owen answered. "What else?"
"You can't fold a piece of paper more than seven times, sir" Impy advised.
"Hm, that's interesting" Owen remarked as they climbed some stairs. "Come on, keep them coming"
"The Arcana is the means by which all is revealed" said Leky. Owen made a noise of approval in his throat as they reached the second floor.
"Sandy sold sea shells by the sea shore" Kuma said.
"Very interesting" Owen remarked as they turned a corner.
"Sir, if we can just take a diversion through this corridor here, you can open the new wing of the Parliamentary Library" Leky said, directing Owen's attention to a new corridor.
"Hm, alright then" Owen said as they continued to stride through the building.
"Ah, sir, your approval ratings are in, you've gone down 3 points" Impy said, looking at his pager.
"Hm, alright, do any of you have a baby around?" he asked the retinue.
"I do, sir" said Leky, holding up a Pafumon. He kissed her and smiled at a nearby photography camera while still walking, then handed the Pafumon back.
"Did that fix it?" Owen asked Impy.
"Ah, yep, that's done it, sir" Impy replied.
"Good" Owen said, continuing onward. He then took some scissors provided by Kuma. "As King of Digitopia I declare this parliamentary library open!" he said, cutting a ribbon as he passed, with the digimon surrounding him all bursting into applause. "Now then, how do I get back to the office?"
"Uh, we normally go back that way, sir" said Leky, hesitantly pointing back the way they came.
"Well we can't do that now, we're doing the bit where we're walking forward while the camera tracks us" Owen pointed out. "Let's do a loop somewhere and go back that way"
"Sir, your administration has been criticized for not having enough female digimon" Kuma told him.
"Is there any difference between male and female digimon, Kuma?" Owen asked, curiously.
"Er... not that I know of, just female digimon smell nicer?" the Bearmon responded.
"Alright. Leky, Impy, think you can wear some perfume for a bit?" Owen asked his other advisers.
"We'll try to, sir" Impy said, unsurely.
"Good". Eventually, Owen finally made it to the office, feeling rather short of breath. Gosh, that was a long walk. But he felt sufficiently briefed on the goings on of the morning.
He did feel a little tired, but, discarded those thoughts immediately. The leader of Digitopia was never tired.
"Right, so, what's first?" Owen asked as he sat down at his stately desk.
"Your call to Sultan Vinegar, sir" Leky said, holding the phone up to him.
"Ah, right, yes" Owen said, accepting the call. "Hello, Sultan?"
"Hello, King Doggo" the voice at the other end said. After formalities were exchanged, the juice of the conversation became known. Apparently the Sultanate was in danger. Owen raised an eyebrow. Apparently Sultan Vinegar's rival, Sultan Pepper was encroaching on his lands. And he wanted to know what Digitopia intended to do in response.
"Why did Pepper invade?" Owen asked, confused.
"Because he's a scoundrel and a hyperaggressive monster!" Vinegar declared.
"Very well, I'll speak to him" Owen said, picking up another phone receiver and making a call. "Hello, is this Sultan Pepper? This is King Doggo here".
"K-King Doggo?!" the digimon at the receiving end asked. "I wasn't expecting-"
"Sultan Vinegar said that you're invading his territory, is this true?" Owen asked, in his normal brisk voice.
"HIS territory?! It was our territory to start with!" Pepper declared. Owen held the other phone receiver to his ear.
"Sultan Pepper says that it was his land to begin with, is this true?" he asked him.
"...We have a right to this land!" Vinegar snapped. Owen sighed and held both receivers up to his ears.
"Sultan Pepper, stop invading. Sultan Vinegar, stop being an asshole. If I have to call you again, things will happen". He put down both receivers.
"...interesting take on diplomacy there, sir" Advisor Leky remarked.
"Well, it's been going on for so long, might be best to just leave them be" Owen muttered, picking up a folder. "So then, are the results of the referendum on the national anthem in?"
"Yes, sir" Impy said, showing him a piece of paper. Owen looked at it excitedly, hoping his ideal song, Believer won. "As you can see, it seems to be a three way tie between Believer, Brave Heart and Cruel Angel's Thesis".
"...well bugger me" Owen said, blinking. "Oh well, have all three be the anthem then. Let everyone be happy". He waved a paw dismissively at the folder.
"Now then, to my main piece of legislation" Owen said, clasping his paws together. "I want Digitopia to be able to defend itself when I'm gone. How well trained is the new Royal Army? What is its strength?"
When told the figures, Owen sighed. Not nearly enough. Full of Rookies and Champions, not nearly enough Perfects, and no other Mega levels. This would be quite concerning. But, as he turned around and looked out the window, he hoped he could manage to make it. This was a fine kingdom, and Owen wanted it to be stronger when he retired. Full of good digimon and decent ideas. Would he be remembered fondly? He hoped so. But, in the end, this was simply one day of many to go through.
His short break over, Owen turned around again, preparing to return to work.
