I'm guessing that it's generally not allowed, but I thought I should ask. Are players allowed to customize a Digimon's rank or are those pretty strict? For instance, would someone be able to put Pupumon as a Baby II instead of Fresh? Kiwimon as Rookie instead of Adult? Wisemon as Ultimate instead of Perfect?

Actually, it generally is allowed! As mentioned in the Digimon rules, you can generally shift a Digimon's level up or down by one to better slot them into your line. This is to make life easier for spirit users, xros generals, the existence of the Super Mega level, and creative types who like to experiment with their char setups.

So Say I wanted to have Shadramon be my ultimate since I am not sure what to evolve my Flymon into that could be allowed? Would I still need to find a Digi-egg of Courage or could any potential custom crest work? Originally I was thinking something for war/anger could bring the fire out of my toxic electric beefly worm here.

Canon Armor Level digimon are considered Champion level usually and can be used in standard lines as an evolution that does not require an item. Since you can scale up or down, you use most of them as Ultimate levels as well and some (like Opossumon or Toucanmon) as Rookies

Oh so that would both be a "yes" I can use him as my ultimate and "no" I don't even need a digi-egg of any kind to reach it if I don't want? Am I understanding that correctly?
