Problem Solver Veemon has an affinity for logical thinking, with which he can handily understand puzzles and unfamiliar situations.
Natural Born Killer Veemon has ruthlessly efficient combat sense, allowing him to make up for his shortcomings and to capitalise on his strengths.
Armour Kinship Veemon is capable of identifying the energy wavelength emitted by DigiMentals, allowing him to track down the location of specific DigiMentals and DigiMental-users in the vicinity. Personal History: Recently reborn, Veemon is very much aware of two things that haven't gone right with his reformatting.
Firstly, while it's natural for Digimon to sometimes forget things when they are reincarnated, his memory has neither been lost nor kept in its entirety. Rather, it's been scrambled to the point where he only recollects a tangled mass of events that are hopelessly out of sequence. Just about the only things he can remember clearly are his disdain for humans, and the fact he had at some point fought as part of an anti-Tamer faction.
Secondly, it has been a long time since he last walked the Digital World - far too long. For whatever reason, his data was stuck in limbo for much longer than it reasonably should have been. The result? His rebirth into an age where Tamers seem to come as go as they please from his world. An abomination if there ever was one, even if he can't fully recall why he is of that opinion.
Of course, while it's all well and good that he can at least remember his purpose in life, there's one problem that he can't get over. His rebirth - and possibly whatever error caused his memory to become jumbled - has left him woefully incapable of acting out his intentions, by binding him to his lower forms. To make things worse, his newfound unfamiliarity with the locale and its inhabitants have inflicted the laughable disadvantage of being completely unfamiliar with the world he wants to protect, even though he himself is a native.
Personality:
Unlike the stereotype of his species, this particular Veemon is less than cheery. It is apparent to him that the corruption of his memory has done nothing to mellow the bitterness of the conflicts he was involved in during his past life. In spite of this - or perhaps because of this - it is clear to him that he once championed justice and goodness, and still has a burning passion to do so again. It is nothing but a frustration that he is wholly unable to serve judgement to criminals, nor the analogue wretches intruding upon the Digital World he calls home. The entire affair dealt a fast and deep wound to his pride as a Digimon, even though he isn't willing to let things end here. He finds himself all too familiar with the reality that justice doesn't align perfectly with mercy.
He is aware of his loss due to the unnatural passage of time during his death, but he finds himself not quite capable of true sadness over it. While he retains his personality, he finds himself feeling disconnected from the random memories he is aware are his own. If anything, he is haunted by them, with no clear vision of what or where he considered to be safe or precious, or of what connected all of the out of sequence events he can remember.
Despite the various issues surrounding his past and present, his ultimate goal of regaining his power and driving away all the criminals and humans is crystal clear, even if the path to achieving it isn't. Were it necessary to ensure his survival and reach his goal, he wouldn't hesitate to act with fierce and unrelenting cruelty, all for the greater good.

Armour Devolution [ Range: Self | Cast Time: - | Effect: Permanent | Cooldown: - ] Veemon has been cursed by his species' reliance on the power of DigiMentals, and appears to have lost all ability to Digivolve unaided beyond the Rookie level. On top of this, his natural combat prowess as a Veemon-species Digimon has also degenerated, causing his Rookie form to be less powerful than a normal Veemon.
Armour Attunement [ Range: Self | Cast Time: - | Effect: Permanent | Cooldown: - ] While Veemon cannot Digivolve normally, he instead displays an astounding aptitude for Armour Digivolution, and is capable of using a power called "DigiMental Burst" to raise his power level above that of a normal Armour Digimon. DigiMental Burst manifests as an extra ability usable only by Veemon's Armour forms, counting as his primary action for a post. It raises his power and abilities to any level that his current post count would normally allow him access to. The Burst lasts as long as he remains Armour Digivolved, but unlike a normal Armour Digivolution, DigiMental Burst doesn't only use the DigiMental's power - it takes its toll on Veemon's data stability. While attempting to use the additional power reserves of a DigiMental to exceed his own limits is possible, the strain becomes more severe the higher a Digivolution is enhanced beyond its natural power.
Vee Headbutt [ Range: Melee | Cast Time: 1 | Effect: - | Cooldown: - ] Veemon's signature move. Veemon gathers momentum by running or dropping from a height, launching himself head-first at his target. Using speed and mass to its advantage, the headbutt overcomes his sub-par combat ability to an extent. It is roughly capable of knocking an adult human unconscious in a single, well-placed blow, perhaps breaking a few ribs.

In exchange for repressing Devidramon's restraint, he unconsciously exudes an aura that interferes with other digital beings' processes, preventing them from exhibiting their maximum potential without exerting additional effort and energy.
Crimson Nail [ Range: Melee | Cast Time: 1 | Effect: - | Cooldown: - ] Devidramon's signature move. Devidramon draws upon the evil power welling up within himself, and pours it into vicious strikes with his claws and tail. The refined edge of his empowered attack, supported by his considerable size and physical strength, enables him to easily crush and slice straight through lesser attempts to defend.
Red Eye [ Range: 30m cone | Cast Time: 1(up to 3 continuous) | Effect: 1 plus Cast Time | Cooldown: 2 ] Devidramon unleashes evil pulses of energy from his eyes, captivating those who are caught in and see it. The targets are rapidly induced into a state of bliss and unawareness, bringing their thoughts and movement to a halt until they're roughly awakened. Devidramon can continually channel this attack to extend its duration and effect.
Demonic Gale [ Range: 30m radius | Cast Time: 1 | Effect: 2 | Cooldown: 1 ] Devidramon summons a powerful gale imbued with evil energy, hurling all others away from him and interrupting their attack execution. The dark power lingers in the air after the initial wind blast, robbing the afflicted of the ability to regain their bearings with certainty.

The DigiMental of Potential [ Range: Self | Cast Time: - | Effect: Permanent | Cooldown: - ] A passive trait brought about by Digivolution of Magnamon. Magnamon is capable of drawing out the full power of the DigiMental to constantly display powers and physical ability at the upper limits of his strength, which is further bolstered by the properties of his Gold Digizoid Armour. This high energy use limits Magnamon to an hour of activity at most when the DigiMental's energy is fully charged; certainly long enough for single battle, but not accounting for the increased energy use brought about by Veemon's DigiMental Burst. Once he reaches this limit, he becomes immobile and his armour loses its lustre, until he either DeDigivolves, or is provided with the additional energy to continue fighting. When the DigiMental's power is exhausted, it takes approximately eighteen hours to fully recharge.
Plasma Shoot [ Range: 70m | Cast Time: 1 | Effect: - | Cooldown: - ] Magnamon's signature move. Magnamon fires a volley of golden plasma shots from his armour, able to aim individual shots in different directions around him. While its overall damage is above average for a technique at his level, its accuracy and damage dealt to individual targets suffer when not using concentrated fire. As such, it is limited in its usefulness as a one-versus-many technique when used against equally powerful opponents.
Shining Gold Solar Storm [ Range: 60m | Cast Time: 1 | Effect: - | Cooldown: 3 ] After a brief charge time, Magnamon unleashes a gravity-twisting stream of golden plasma, drawing in anything close enough into the attack. The beam can hold a single target in place, setting an equally powerful opponent up to take massive damage, or it can be used to sweep up smaller or weaker targets with ease. The sudden release of energy required restricts this attack's consecutive use.
Extreme Jihad [ Range: 40m radius | Cast Time: 1 | Effect: - | Cooldown: - ] Magnamon expends his remaining energy in a violent explosion of golden light, dealing potentially fatal levels of damage to anyone in range. The move can completely overwhelm weaker targets, while inflicting critical damage upon similarly powerful targets, and dealing a respectable blow to targets of a higher level. Magnamon reverts to Chibimon after using this move, and is unable to Digivolve into Veemon until he is well rested. Also, the DigiMental cannot be used until it recharges fully.
Light Aura Barrier [ Range: Self | Cast Time: 1(up to 5) | Effect: - | Cooldown: is Cast Time(plus 2 if broken) ] Magnamon projects a spherical barrier of golden light around himself, cancelling out attacks that come into contact with it. Magnamon is immobile and cannot act while the barrier is active, but it can be maintained for up to 5 posts at a time. The barrier will break if it is hit by a powerful attack from a higher level opponent; or at least three simultaneous, powerful attacks from similarly powerful opponents, with that number doubled against attacks each level weaker than him. If the barrier is shattered, Magnamon receives halved damage from attacks that met the conditions, and full damage from those that exceeded them.

I'm sorry for the long wait. I was really hoping someone more experience would take this as it seems to be fairly complicated and I'm not sure how exactly to grade this. Yet seeing how no one else seems to have the free time to grade this, it seems that the responsibility falls to me. So yeah... Let's get this thing started.
All Apps Okay then. The first thing I have a problem with is the forms you used to make your attacks. Specifically Cast Time & Effect. Can you please clarify what these means so it's a lot more obvious.I also would like if you could put down 'posts' next to all these numbers just so they have an actually measurement. Because just 1 could end up meaning a lot of things. (Seconds, minutes, hours)
Veemon Okay. First thing I should let you know is that we do allow around two free passive abilities per a form. The second thing I need to tell you is that your still going to need to be able to have access to that level (aka reach Champion and Ultimate) in order to use your 'Burst'. At least I'm assuming that that's how your Armor Champion and Armor Ultimate are at Champion and Ultimate levels respectively. Also looking closer at it, Armour Attunement should be on you Armor forms themselves and not Veemon as it gives them extra power and not Veemon.
Devildramon Again. This move can be counted towards your passives, and so doesn't consume a move slot. Also what does 'exhibiting their maximum potential' do exactly. Is this just a general stat down, or something more? Does this mean that this move can pierce through moves that can block or increase defense?
Magnamon
Again. This can be counted as a passive ability and not take one of your move slots.
Overall, I have to admit, your app looks pretty solid. I do have to ask though. You do know we have Armor forms normally, don't you? I just want to make sure, because it feels weird grading something that uses Armor forms as it's base evolutions and doesn't allow him to have access to the normal version of those same armor forms (or different ones for that matter) earlier.
