Phew... though Cion had prepared for plenty of strenuous effort and monetary contribution, things were starting to get difficult. Not because she or the organization she belonged to lacked the wherewithal to fund the undertaking called Rosewood, but it got increasingly more cumbersome to justify these expenses to Yuu and Koharu, who were, despite her rank as the officer of the mercenaries, still her superiors.
Their institution was a loose bond of nouveau-riche, ambitious tradesmen and contract workers, but that did not allow everyone to do as they pleased. There were rules and regulations that needed to be adhered to as to secure a future of prosperity for PROFIT and its members, something the ancient sentinel totally got behind. That was why representing her affair as an expenditure and not charity was complicated. She considered herself a person of goodwill, while her bosses were obviously practical. They were my no means selfish, but they had a company to run.
Nevertheless, after the contributions the silver fennec had made to the affluence of the enterprise she was an integral part of, it appeared a certain amount of faith and leeway had been granted to her. In all honesty, in spite of her in her point of view altruistic motives, it was not hard to see this emerging civilization as a fairly long-term investment. The positive renown and customers attached to their brand from a very young age it brought them would most likely pay out in spades. Perhaps they had to be patient for months or years... but resources were hardly a concern.

With these facts, the conclusion was easy to make - modern commodities that enabled autarky. Electricity and devices that utilized it. The nearby rivers were too small and slow to sustain a hydroelectric power station, and until later when proper deforestation and high-rise buildings became important, solar panels were out of the question, too. Energy from fusion was presumably the best solution, but it was also quite expensive. Hmm... wouldn't a city like Whitewater with its neon districts have lots of excess power in case there was an outage?
A few calls, an hour spent discussing contracts and the deal was settled. For a cheap yet fixed monthly cost and temporary discount for official PROFIT jobs, a Trailmon would equip the railway between the two cities with state of the art utility poles. It'd take a week to set everything up properly, but that was far from a detriment in Cion's eyes. After all, there was an abundance of orders she had to make. Commissioning gadgets, gizmos, computers and ways of communication was nothing that happened by itself.
Thankfully, her personal Yellow Pages was filled to the brim with factory owners and science centers. ... And who knows? Perhaps export goods unique to Rose could be established this way, assuring its wealth. Had to keep that in mind.
