The Deeplane City Council
The Dark Area has been lawless for too long. I don't even have to be too in-depth in this topic; its inhabitants have always gotten the short end of the stick just because some opportunists with power in their hands wanted to push an agenda. Violence begets violence, and it didn't take long for the general populace of the Digital World to refer to the continent as a containment area for unsavory Digimon, or worse.
Such an approach can only degrade the Dark Area's situation even further over time, and while the lay of the land undoubtedly benefits a number of powerful few, the brunt of the region's inhabitants live in deplorable conditions. The land has all the necessary resources to thrive, and enough digimons and people willing to work towards that goal. What else is necessary, then? A firm, yet gentle hand to guide those efforts. Somebody clever and resourceful to defy this status quo and usher the land to a new age of prosperity. Enough strength to make sure a smooth transition in face of the —more than likely— opposition. And, of course, a leader strong enough to make sure this change persists and evolves no matter what the future holds.
No person or digimon is an island; a concerted effort is the smartest way to face an ordeal of such proportions. That's how the birth of The Deeplane Council came to be. Bright minds, deciding to work together for a better future.
It comes without saying that, despite the fancy words and bright ideals, the task the team has ahead isn't easy at all. Considering the Dark Area's past, the rise to power of any individual or organization is seen with extreme suspicion at best, and as a chance for expansion at worst. Having somebody build a city and then just take possession of it sounds like a pretty juicy deal, isn't it?
As such, the members of the upper echelons of the team (namely, you) must reflect unwavering resolve in the face of the many tempters that exist across the land. Loyalty, camaraderie, and lawlfulness are the most appreciated traits a member could display, and while the leader is aware that most humans and digimons have lives outside of this project, dedication can't hurt as well, right?
While a strict hierarchy is necessary to maintain the order in a budding city, informality is highly tolerated as long as mutual respect is displayed, whether explicitly or implicitly; pleasantries can be eschewed as long actions tell what words won't.
The Deeplane Council has no written rulebook, as it trusts its members to be morally sound at all times. If anybody commits an act heinous enough to be punished (at the leader's discretion), she's free to decide on an appropriate penalty.
