It'd be a cool, crisp day as Persephone curled up in one of the far corners of the Grand Sky Terrace, at the top floor of Ys. It was a beautiful day, even if she technically wasn't supposed to be up here - given that the cold tended to aggravate her muscle aches - but she came prepared; wrapped up in her electric blanket, and with her waterflask filled with some fresh herbal tea, the herbs meant to help treat muscle pain in digimon. Steam slowly billowed out from the gap between the lid and the flask itself - the lid not screwed all the way on - letting her take in the relaxing smell as she flipped through a book at her own pace.
Today had been a decent day, as far as energy went. She fixed up one of her dad's older kilts - which was in her bag that was resting nearby, she got her garden watered, and even was able to harvest some herbs without needing any help, which said herbs she used to make the tea. Now, she was taking the time to rest in one of her favorite spots - the Sky Terrace - with a good book. Today, she was reading about the geography in the Eastern Timberlands, from the forests, to the bayou, to the rolling hills - it was all decently fascinating, really, seeing as she never really ever left the comforts of Ys.
As the cool air tickled her lungs though, she'd cough softly, and - reminding herself that maybe she should start moving back downstairs soon - she'd bury her muzzle under her nice and toasty electric blanket to keep from breathing in the cold air too much. She'd probably be paying for this in a few hours - she already was for walking up the stairs on her own, while a little achy - but honestly, getting to see the sights that being so high up provided, get fresh air, and have relative peace and quiet was worth it.

The budget, it's concerning her. A Stabimon rapped her nails on a wooden board with paper attached on it. The budget states that the team only have some money, but there are no income. No mission, no jobs to do... it's complicated. Meanwhile the city still need a lot of thing... a lot of thing that could help so the team can be functional. She headed to the sky terrace where she could get more concentration than in inner sanctum, where documents would fly on daily basis, between Yuuki's approving/disapproving something and Hikaru shooting ideas or viewing works available for the teams to take. Then there are times the idea from the other team member seem to raise good points so meeting was called...
But even then, it still have yet to solve the biggest problem of all.. the budget. The city need more renovating, and new workers must be paid... She don't think that asking people around to do jobs and then collecting money from them would be a cool move. That'd make the team die honestly... but... At the same time, it's important.
"...How to get more people to join I wonder..." Jill muttered, scratching her head. The moment she finally arrived at the top however, she found that she's not alone. There's someone here already.
"Ah..."
She should have bought more blanket now that she think of it. But thankfully she saw one of her father's neatly placed built in wardrobe. She opened the door and pulled a blanket for two. Slowly but surely, she approached her little sister.
"Hey," her voice sounded more gentle than how she generally spoke to anyone else "can I sit with you?"

Persephone would be towards the end of the current section in her book, when she heard someone wander on upstairs. Her ears would twitch with the sound, and she'd lift her head from where it was buried in her blanket as she saw a familiar face - her older sister Jill! It seemed that she was in deep thought over something, pouring over some document - and Persephone couldn't help but wonder what was on the taller Strabimon's mind. Though, as Jill noticed her presence, and their eyes met, Persephone would give Jill a friendly wave. She'd then watch as Jill grabbed a blanket from the nearby wardrobe, and approach at a leisurely pace.
"Hey, Jill." Persephone would respond, her voice similarly calm and gentle. At being asked if Jill could sit with her, the Dorumon would grin happily and nod. "Of course, I'm always happy to see and spend time with family, make yourself comfortable." She would take a moment to sip her tea as she let Jill get situated however she liked - Persephone was even open to sharing her electric blanket, if the other wished! - enjoying the warmth of the beverage before she'd set it down and ask her older sister "You seem like you have a lot on your mind, is something up?"
"I'd offer you some tea, though it's my medicinal tea this time; so you probably wouldn't like the taste." She chuckled a little sheepishly with this; the medicinal tea tended to be more bitter than the usual teas she drank, though she didn't mind it; she was used to the taste. It still smelled nice though, and the warmth was nice too.

"Hmmm, even if I said that it's nothing, you wouldn't believe it at all huh? So, here, have this." Jill passed the paper clip board to Persephone. It's a budget planning apparently. The figure showed that they're still in black, but there are so many stuff that need to be bought and paid if they're planning something. Each pages are its own plan. The budget states that they only have five million bits, while the need are bloated to six figures, eight even if they wanted to do everything by themselves.
"...Being a secretary is hard. The city is... the city is developing so we need more people to come... but... as you know..."
Jill took out her simplified D-Nexus and showed the map of the Shining Sea.
"Time for a bit of lesson, or maybe revision," Jill joked. "As far as you probably know, Shining Sea are byproduct of earth movement that elevated piece of submerged land, and combines it with the rest of the northern prominence. The sea eventually dries out--- reason why this place is called 'the shining sea'. We're secluded from the water bodies, and we're pretty much on the end of the northern prominence. There are nothing of interest near us. In fact, I feel it'll be hard to make us interesting considering we can't be hub for anything. We're the end of the end.
If we're a team, this honestly is very good for us all thing considered. Why you ask? Because team need a safe base... but somehow father wanted to make it a city... thus we're a city at it too. We need... charm to pull people here, but..."
Jill sighed. "...How? Area wise we're probably as unstrategic as possible... that's my concern this time around... What to even focus on? We're so over the place."

When offered the clipboard, Persephone would glance to it, then her book - taking a second to put a bookmark in and close it. She'd take the offered clipboard and begin to look it over, quietly browsing over the budget plan as Jill spoke. It seemed that there were struggles with what direction to develop the city in, and trouble with bits. Were she any other kind of digimon, her head would probably be swimming trying to go over everything - but she was used to reading lots, including more educational books, and so while she didn't get absolutely everything, she at least understood the important bits.
"Hm..." Persephone hummed gently to herself, frowning and quirking her eyebrows a little bit, before she handed the clipboard back to Jill. "That does sound pretty troublesome, overall... I dunno how much I could help, but..." She'd begin with a soft murmur, snuggling up in her heated blanket as she tried to think it over - taking a sip of her tea. Not many digimon came this far north, to her understanding - and those who did were usually natives or the rare traveler. Neither of whom would have much interest in settling in Ys, she imagined... Though...
Glancing out towards the landscape beyond, she did recall some of the geographical features of the Shining Sea - particularly the crystal spires that were scattered across the land. Additionally, within the base, there was the forge, which could make some cool stuff - it even was what made the D-Nexus, to her understanding... Huhm....
The silence would continue on for a short while - but it was clear that Persephone was in deep thought all the while, tilting her head one way and then the other, gently itching at her cheek as she did. "Maybe... We should look at what makes us, and the surrounding area, unique?" She'd suggest. "People like exploring to see new places, things that are different from what they're familiar with, for example; like the crystals out in the shining sea. Maybe there's people who'd like to see the crystals up close themselves?" She certainly found them amazing, when she managed to convince one of her siblings to help her out to see them, herself. "And the forge... Perhaps we could use it to make and sell things? I imagine there could be demand for whatever stuff we make using it? If not, I imagine other adventurers could come here for the forge, too." She'd add in suggestion as well.

"Thing with Shining Sea's crystal though they're all over the places... Even if we want to make a touring guide... it's approximately this much," Jill took back the budget list and quickly jots down the number. It's nearly ten times over their budget. "The car, the guide, the food, the fuel... also the fact that we need to study more about these crystals before claiming outrageous stuff... If you're interested, I can give you some of these crystals to study, but most likely we'll be in red for a while if we pushes through this plan. As the secretary, I can't really vouch for this honestly."
The forge... yes, the forge. "...We can, but... on that, we need more raw materials... Which means we have to tell our members to forage for it. Not all raw material yields something amazing out of it, you know? There need to be a theme... and while reproducing is possible, we have no idea what yields what, so for that experiment to be done... I think we'll use all of our budget... and then... selling them. It probably would be less risky than the first, but at the same time I don't think it'll pull as much people as the first idea... Honestly, if only we have more money, we can do both of this idea..."
Jill scratched her head, and eventually just sighed in resigned manner. "I wanted to be as positive, honestly... but holy hell this is hard."

Persephone would be quiet and contemplative, as Jill explained what might or might not work with the ideas she had. She'd frown faintly - it seemed that none of this would be quite as simple as just going 'do this'. Stuff had costs, after all; either it was too expensive, or wouldn't necessarily bring in people... "... Hm.." Persephone sighed softly, though would peer over to Jill as she, too, sighed. She'd smile reassuringly to her older sister though, responding "It's okay; they were mostly off the top of my head ideas, I wasn't really expecting them to stick." She'd reach over to pat Jill on the shoulder, adding "I'm sure you're still doing a wonderful job, though - you're certainly making a better secretary than I am; with the thought you've given my suggestions."
"Maybe we should start small though, if costs are a problem...?" She'd suggest, peering back to the clipboard. "Spend on just enough to sustain demand, and then some as a buffer, and work our way up..?" She'd hum to herself softly, tilting her head one way. "I dunno; but I could see people traveling around - maybe coming up north from the Flatlands even - stopping by here for a place to rest, for example. Word of mouth can be a powerful thing, too, for drawing in people - and if travelers here are comfy enough, maybe others will settle down more permanently?" She'd scratch her cheek a little, thinking. Speaking of demand, as she thought to a few of the geography books she'd read... "... And as far as funds go, maybe we could see if there are any particular resources here that are unique or otherwise more common to our area? If it's useful, we could sell it to supplement our bits, or use it for producing stuff."

"Heh... I don't think I do that much of a good thing really," Jill answered, sighing. She wrapped the blanket around herself and began calculating again. "...The problem of going small at the moment is the fact that we're not in position for that at all, Perry. Frankly, if we go small I don't know what projects we can take. Not much goes up here... I already posted several phamplets about our city in Snowflake. Snowflake is like our sister site at the moment considering if you take them as the 'face' of the Northern Prominence, we're the end... Father... he said if these two settlement thing worked well, merchants would flock to Snowflake as a transit before going to us... so we'll both benefit from it. However..."
Budget again budget again... Jill massaged her head in frustration.
...But at that moment, suddenly Hikaru flew straight to the top. "Jill! I knew it that you're here!"
Jill, not wanting her father to saw her like this immediately cleared her throat and pretended that everything is fine. Perhaps she... wanted to be seen as strong by her father? Not sure.
"Yes, what is it, Father?"
"Um... apparently there are some mismanaged budgets... I already cleared that up so..." He approached Jill and gave the new budget details. At first she looked skeptic. Probably it's at most about twice than what they have, right? But moment she reads it, her eyes bulged lie it's going to pops out of its socket.
"...............F-FROM WHICH CORNER OF THE HELL THIS MONE--!?"
"...I told you, misbudgeti--"
"THIS CAN FULLY UPGRADE THE CITY YOU KNOW THAT!? NOT JUST THAT, MOST OF OUR BIG PROJECTS THAT WE SORELY NEED MONEY FOR COULD SUDDENLY CLEARED UP! HOW!?"
"...Well... Again, don't ask m---"
But Jill already left, running toward the inner sanctuary. Hikaru seeing that just smiled and sighed wryly.
"Well, how are you doing Perry?"

Persephone would quietly watch as Jill calculated once more, watching curiously - and listening intently. Jill certainly seemed to have a better understanding of this - so Persephone didn't argue when she decided it probably wouldn't work either. She instead simply offered Jill a sympathetic smile, mentioning "You're still trying hard, though - and you seem to have a far better understanding of all of this than I do. Budgeting sounds like it's definitely hard work, and I can certainly appreciate all the work you do," She certainly knew how it felt to be stuck in one way or another - and she still recognized that Jill seemed to be trying her best, regardless of the current state of affairs.
But, then, came along their father, practically bolting up to the top as though his tail were on fire! Persephone blinked in a bit of surprise at the suddenness of his arrival, and would watch as he and Jill conversed over mismanaged budgets. As Jill began to grow worked up over just how much money, Persephone similarly couldn't help but wonder just how much money there must've been for them to fix the city up completely, let alone just how much was mismanaged for it to end up like this. Still, it seemed Jill was gonna be in a better mood now - and Persephone couldn't help but giggle softly as the older sister ran off downstairs, to the main inner sanctuary. Well, there she went.
Which then left her and Hikaru, the younger Dorumon glancing up to him as she took a sip of her medicinal tea as she softly responded "I'm doing alright," Of course, alright didn't mean 'pain-free' - she almost always was achy in some way or another; especially since she had gone up the stairs on her own, and was now hanging out in the cold Sky Terrace. Even if she had the tea and electric blanket to help her stay warm, both the exertion and the chill had her bodily pains acting up a little bit. But she would live, she could deal with this level of ache; she certainly had dealt with worse before, with the occasional episode.
She would stretch her limbs out with a soft groan, tail swishing as she readjusted herself - wrapping both tail and blanket around herself better, and tucking her lower half underneath her tail; almost like how a fox might curl up. "How about you, Dad? You two were talking about a mismanaged budget?" She'd ask curiously.

"Doing fine eh? Let your Dad give you a bit of touchup healing." Hikaru suggested. He gently touched his daughter's back, sending correcting programs... He know that it'll be overwritten quickly, but eh, at least some bit of relieving power should be fine, right?
"...Ah, that... how to say... Let's see... this is Jill's budget?" apparently she in her haste just tossed away the old budget and Hikaru picked it up. It's a notable sum, but not enough. Hikaru then scratched off the number and wrote the figure that made Jill so shocked. It easily exceeds twenty times of what Jill had.
"This amount is needed to hire a Super Ultimate stage Digimon. However apparently we don't have enough permit. We just... somehow had one misbilled to us. So... they goes like 'dude we're sorry we messed up your account on our side so we'll give you back your money in full please forgive us'... Well, now you know how much it worth don't you? It's ridiculous sum, Perry. But thanks to that, we're ready. We just need time now."

Persephone would let out a soft, relaxed hum as Hikaru used his healing powers on her; easing the aches and pain. It was a temporary relief, and would probably be gone in an hour or two if she was feeling optimistic - but a relief nonetheless - a lot of the tension in her body seeming to simply leak out as she relaxed into the blanket cocoon. "Thank you, that feels much better..." She'd murmur softly, smiling up to Hikaru in a peaceful, soothed fashion - before reaching out to take a sip of her tea.
Instead, she'd watch as Hikaru picked up the old budget, and scribbled out a number, which... Oh. "... Well then." She'd murmur in a shocked fashion, noting just how much the sum was. How in the world..?! Persephone was about to ask just that - though Hikaru began explaining first, and hearing the mix-up with the misbillling, well... "This is like... A miracle," She'd breathe with a soft giddy giggle, but she grinned up to Hikaru nonetheless. "I'm excited to see what the city will be like, once everything's set up, Dad! Does Papa know about all of this?" 'Papa' of course referring to Owen; she preferred referring to Hikaru as 'Dad' and Owen as 'Papa', so everyone knew which parent she was talking about when she mentioned them.

"I haven't told Owen to be honest, heh... I'm going to tell him soon when we got our team teleporter set up. That way he can go here and Rosewood as he please. Plus we'll be making Tralmon terminal, so I feel like... we can cover more grounds now. We'll get sister city status with Snowflake Village, and that way we'll get more people who can come to this place! Banzai!"
Well, thankfully it looked like his daughter is fine... for now now. "...I hope like that you'll be able to go out more. I hope that by at least creating better infrastructure you could take a walk on the city and... have fun, you know? Just like any other Digimons. I hope that one day, all of this will make you healthier... because that's all my wish as a father for you, my daughter. I want to spread this joy to you too, so you won't feel lonely..."

Persephone would giggle a little at Hikaru's enthusiasm, and in hearing all of the different plans - a Trailmon terminal, a teleporter system, sister city status... It sounded like everything was looking on the up and up for KIZNA and Ys, and she was happy to hear her father be in such a happy mood. She was eager to see her hometown - or perhaps, more appropriately, homecity - grow, and to be able to meet more people like Baldur and his family, and make more friends..!
Hearing Hikaru's words though, in her being able to go out more, and be healthier... Persephone was quiet for a few moments, contemplative, thinking over the words. As of now, she was content staying in the KIZNA base; sure, the stairs weren't the friendliest for her, but most also people hung around here anyways. And yet... The notion of the city growing, becoming lively, someplace she could walk thru...
... As of now, it seemed like something she'd need to make preparations for ahead of time - even if she wasn't helpless and completely dependent, she still only had so much energy and strength for the day - but if Hikaru was going to improve the infrastructure to make it easier on her, then it was something that... Sounded really nice to her. And maybe, in the off chance she ever met a digimon like herself, they'd be able to enjoy the city just as she would, too...
"... I'd like that." She'd finally decide, and murmur in response. Her tone was soft, yet a little tight from a tinge of emotion - it all felt... Touching, in a sense, to her - the idea that she'd still be able to live like any other citizen in this city, once everything was ready. She peered out to the city beyond the Terrace fondly, quietly, before nodding to herself and Hikaru - reaching out to her father to hug him. "... Thank you, Dad... I'm not entirely lonely with our family and KIZNA friends here, but... I'd love to walk in the city with you and Papa, and all of my siblings, once everything is set up and it becomes the bustling place it's meant to be."

"Sure, that would be nice, wouldn't it?" Hikaru remarked, gently rubbing his daughter's back. "I too would want to walk on the street with all of you... to go strawberry picking, to read together in the library... then probably watch movie together. Oh, and maybe take a tour of the city with the newly built gondola network. Sounds quite nice isn't it?"
Just then he had a nice idea. Have Persephone looked out at the edge of the building? He know that the wind is the most chilly there... and there are problems with her suddenly not feeling well and it could risk her health, but he's here. He's here so he could easily catch her if anything gone wrong. Plus he can give her barrier to make her warm.
"Do you want to look at the city? I can keep you warm while we sit on the edge... That way maybe you can see how the city is developing. I'd have to ask Yuuki to evolve me if you want to go out though... Oh wait, I can do this by myself."
Hikaru immediately evolved to his Dorugamon form. "I keep forgetting that I can keep this form indefinitely now~"

Everything Hikaru described sounded nice - strawberries, reading, a movie... Just spending time with her family sounded nice to her. But, the last bit caught her a little off-guard; a gondola network...? Persephone blinked a bit - before chuckling a little; supposing that given that this city was in a cave, it could work. Nonetheless, she'd snuggle close to Hikaru, smiling gently. "That does sound nice..." She'd murmur - already imagining the fun she could have with her family, if she could go out into the city, and do all of these things... Sure, many digimon around here were usually adventurers going to the furthest reaches - but as she saw it, the city would be her own adventure.
At the offer to see the city, Persephone would perk a little. The edge would indeed give her a better view - but she tended to shy away from getting that far out; she couldn't fly, and it was colder closer to the edge. But if Dad was there... Persephone would nod in response, grunting gently to get up; a little on the stiff side, though she wasn't hurting, with Hikaru's healing. She'd be a little surprised as Hikaru digivolved to Dorugamon - but would giggle gently, smiling brightly to him as she picked her things up, slung her electric blanket over her shoulders like a cloak, and would walk with her father - out towards the edge. "How would a gondola through the city work?" She'd ask as she walked with him - giggling gently.
